Special appropriations to non-profit organizations shall be <br />distributed after the execution of an agreement which insures that all County <br />funds are used for a statutorily permissible public purposes. <br /> B. The County Manager is hereby authorized to transfer <br />appropriations within a fund as contained herein under the following <br />conditions: <br /> 1. He may transfer amounts between objects of expenditures and <br /> revenues within a department without limitation. <br /> 2. He may transfer amounts up to $25,000 between departments of the <br /> same fund. <br /> 3. He may not transfer any amounts between funds nor from any <br /> contingency appropriation within any fund without action of the <br /> Board of Commissioners. <br /> 4. Additional authority is granted to the manager to transfer amounts <br /> within and between funds for the sole purpose of funding salary and <br /> benefits adjustments consistent with the Cabarrus County Personnel <br /> Management Policy and the Cabarrus County Personnel Ordinance. <br /> 5. He may enter into and execute change orders or amendments to <br /> construction contracts in amounts up to $25,000 when the <br /> appropriate annual budget or capital project ordinance contains <br /> sufficient appropriated but unencumbered funds. <br /> 6. He may award and execute contracts which are not required to be bid <br /> or which G.S. 143-131 allows to be let on informal bids so long as <br /> the annual budget or appropriate capital project ordinance contains <br /> sufficient appropriated but unencumbered funds for such purposes. <br /> 7. He may execute contracts with outside agencies to properly document <br /> budgeted appropriations to such agencies where G.S. 15 A-248(b), <br /> 259, 449 and any similar statutes require such contracts. <br /> 8. He may reject formal bids when deemed appropriate and in the best <br /> interest of Cabarrus County pursuant to G.S. 143-129(a). <br /> <br />Section VII. <br /> A. This ordinance and the budget documents shall be the basis for <br />the financial plan for the County of Cabarrus for the 2000-01 Fiscal Year. <br />The County Manager and the Budget Officer shall administer the Budget. The <br />Finance Director shall establish and maintain all records, which are in <br />concurrence with this Budget and Budget Ordinance and the appropriate <br />Statutes of the State of North Carolina. <br /> <br />Adopted this the 26th day of June, 2000. <br /> <br />/s/ Frankie F. Fennel, Chairman <br /> <br />APPOINTMENTS <br />Appointment - Region F Aging Advisory Committee - Alternate Member <br />Appointment - Centralina Development Corporation <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board deferred the appointments to the Region F <br />Aging Advisory Committee and to the Centralina Development Corporation until <br />the meeting in August. <br /> <br />Preliminary Plat for College Hills Subdivision - Appeal by Developer Randy <br />Wia~ins of the Denial by the Planning and Zoning Commission <br /> <br />Ms. Kelly Sifford, Senior Planner, distributed revised information <br />concerning Petition C00-03(S), preliminary plat approval for College Hills <br />(formerly Falcon Crest) Subdivision to be located on Piney Church Road. Ms. <br />Sifford said the developer, Mr. Randy Wiggins, had submitted a revised plat <br />showing 216 lots on the 72 acres of property. The City of Concord is to <br />provide water and sewer to the development and proposed rights of way are 50 <br />feet. The North Carolina Department of Transportation will require a left <br />turn lane on Zion Church Road as a condition of the driveway permit. Ms. <br />Sifford stated the revised plat did show adequate recreational space as <br /> <br /> <br />
