511 <br /> <br />Proclamation - Convoy of Hope Day (November 18, 2000) - Chairman Fennel <br /> <br /> Chairman Fennel announced that a Convoy of Hope Day would be held at <br />the Cabarrus County Fairgrounds on November 18, 2000. He stated the event <br />would provide an opportunity to help those persons in need in Cabarrus <br />County. Also, he presented a video explaining the Convoy of Hope <br />organization and its purpose in assisting those in need. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> Cabarrus County <br />Board of Commissioners <br />PROCLA/~ATION <br /> <br />WHEREAS: The Convoy of Hope is a nonprofit organization founded to assist <br /> churches in reaching out to the lost and hurting in their <br /> community. They work with local organizations and churches to <br /> feed the hungry and make sure all those who come are cared for <br /> and loved, and <br />WHEREAS: At the event, they seek to meet the physical and spiritual needs <br /> of each guest and encourage local churches and groups to continue <br /> reaching out to people in their community, and <br />WHEREAS: Their mission is to unite and mobilize local churches across <br /> denominational, racial and socioeconomic lines to help those in <br /> need by combining the distribution of nutritious food with <br /> Christian ministry in a festive atmosphere, and <br />WHEREAS: The purpose is to bring together thousands of Christian <br /> volunteers, churches, civic organizations, and businesses across <br /> the United States to assist families in need, <br />NOW THEREFORE, we the Board of Commissioners of Cabarrus County, North <br />Carolina, proclaim November 18, 2000, as <br /> CONVOY OF HOPE DAY <br />in Cabarrus County. Fennel, Chairman <br />Cabarrus County Commissioners <br /> <br />OLD BUSINESS <br /> <br />Report on Sanitar~ Sewer Services in the Fishertown and Princeton Park <br />Communities - Jonathan Marshall <br /> <br /> In response to the Board's request on May 15 for information on the <br />status of sewer service in the Fishertown and Princeton Park communities, Mr. <br />Marshall estimated that approximately 100 residences in those communities do <br />not have sanitary sewer. He stated some of the homes were outside the <br />initial community development project area, some residents were above the <br />community development income eligibility requirements and some residents had <br />chosen not to connect to the sewer service when it was initially offered. <br />Mr. Marshall advised there is rock in the area, thus making it costly to <br />install sewer. He estimated the project cost at approximately $500,000.00 <br />but stated it would be necessary to hire an engineer to give exact estimates <br />if the .Board should choose to pursue sewer for the area. Finally, Mr. <br />Marshall pointed out that the City of Kannapolis now owns the water and sewer <br />lines in the Fishertown and Princeton Park communities. <br /> <br /> Ms. Kelly Sifford, Senior Planner, discussed the availability of HOME <br />and Community Development grant funds. She stated the County could use HOME <br />funds to connect those homes that can be served with existing sewer lines and <br />could apply in the spring for Community Development Block Grant funds for <br />water and sewer extensions. <br /> <br /> Ms. Betty Cannon, resident of Charleston Avenue in Kannapolis, <br />commented on the need for sewer in the area. Stating the City of Kannapolis <br />had declined any assistance to the residents, Ms. Cannon thanked the Board <br />for any assistance the County could provide to the communities. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board directed staff to pursue the <br />appropriate Community Development Block Grant application and granted the <br />Chairman authority to sign the application on behalf of Cabarrus County. <br /> <br /> <br />
