54O Mr. Marshall distributed a list of comments from the public hearing on September 18, 2000 and staff's response to each of those comments. He reviewed the following issues: (1) affordable housing; (2) the connectivity ratio involving cul de sacs; (3) requirements concerning the construction of sidewalks; (4) non-conforming uses and structural repairs to non-conforming structures; (5) location of sexually oriented businesses; (6) the 80 square foot outside storage requirement related to home businesses; (7) existing comprehensive plans for areas of the County; (8) parkinH restrictions; and (9) existing home businesses. During review of the public hearing comments, the Board discussed the definition of "affordable housing." There was also lengthy discussion concerning cul de sacs, traffic safety issues and street connectivity requirements for subdivisions. Mr. Mike Quickel, Vice President of the Cabarrus County Building Industry Association, described affordable housing as being priced under $90,000.00. He stated a "starter" home in Cabarrus County now costs approximately $95,000.00 to $96,000.00. Mr. Hartsell addressed the issue of the Poplar Tent Beautification District and the proposed UDO. Mr. Marshall also distributed a list of written responses to those questions and/or concerns for Articles 1 - 3 that were submitted by Mr. Jerry Newton on September 18, 2000. The remainder of Mr. Newton's concerns will be addressed at a later date. Further, Mr. Marshall presented a list of comments submitted by a group of engineers and the response by staff to those comments. Mr. Marshall reviewed Article 14, Adequate Public Facilities, of the proposed UDO. He discussed levels of service and the determination of adequacy of public facilities. Mr. Marshall stated the following categories are addressed by the UDO public facility standards: (1) Water, including raw water and water treatment capacity; (2) Wastewater treatment; (3) Roads; and (4) Schools. There was general discussion by the Board regarding the following issues: growth in Cabarrus County; past efforts to address adequate public facility issues; current levels of service; determination of adequate levels of service; and the Board's responsibility to deal with public service issues and to maintain the quality of life for current residents. Mr. Marshall advised that the Planners from the County and the cities of Concord and Kannapolis would compile a list of questions and/or concerns presented at the public hearings. Staff will prepare responses and/or recommendations concerning those issues. Also, Mr. Marshall stated staff would prepare an itemized listing of recommended changes to the draft UDO.
