Howell and his wife to join <br />him at the podium. He stated he had asked Mr. Howell to the meeting to <br />assist with discussions concerning the Coddle Creek Reservoir. <br /> <br /> At the request of Commissioner Barnhart, Mr. Howell introduced the <br />following persons present for the meeting: Edna, his wife; Ms. Joanne Ports; <br />Mr. John Kennedy and his wife Barbie; and Mr. J. W. McGee (former member of <br />the Board of Light and Water Commissioners). <br /> <br />Commissioner Barnhart then made the following comments: <br /> <br />Don T. Howell is a native of Concord, N.C., born March 17, 1921. <br />He received his early education in the local schools. He <br />continued his education through advanced courses in engineering <br />and administration at Duke University, University of North <br />Carolina at Chapel Hill, N.C. State University, Raleigh, and the <br />Alexander Hamilton Institute of New York. <br /> <br />Howell was employed by the Board of Light and Water Commissioners <br />of Concord for 46 years, retiring in 1986. He served as Director <br />of Utilities from 1956 until his retirement, a period of 30 <br />years. <br /> <br />During his years as Director of the Light and Water Department, <br />tremendous progress was made. A new modern sewage plant, Rocky <br />River Waste Treatment facility, was conceived of, and under his <br />guidance it was constructed. It not only serves the needs of the <br />City of Concord, but also most of Cabarrus County. <br /> <br />Among other major advancements was the whiteway lights installed <br />in the downtown area. Thus, improved street lighting facilities <br />throughout Concord and suburban areas were introduced. <br />Conversion of the electrical system more than doubled the voltage <br />capacity. A loop feed to circle the City, along with new power <br />structures was added to increase capacity and the demands of <br />projected growth in population. Computerization of the zones was <br />completed, enabling spotting areas of electrical trouble and <br />outages. Underground electrical cables were installed in the <br />downtown business area, thus eliminating the hazards of high <br />voltage overhead electrical lines. One of his most visionary and <br />enduring accomplishments was the designation of the Coddle Creek <br />Watershed, Highway 73, as the location for an additional dam and <br />water impoundment to supply what he saw as the ever-increasing <br />demand for potable water for the city and surrounding <br />communities. <br /> <br />Under his wise leadership, purchases of land in the impoundment <br />area were instituted. A cofferdam was installed and a line to <br />Hillgrove Filter Plant was laid to make use of this new source of <br />water. At the same time, plans for the construction of a dam <br />were made and negotiations for its implementation were under way. <br />Later this project was transferred to the Cabarrus County Board <br />of Commissioners, who saw it through to completion. <br /> <br />Don Howell not only provided great leadership for the Board of <br />Light and Water Commissioners, but he was active as a leader in <br />civic and professional areas as well. His credentials read: <br />Member of the N.C. Water and Wastewater Association; Member <br />American Waterworks Association; Past Chairman of Board - Chamber <br />of Commerce; Past President - Cabarrus Boy's and Girl's Club; <br />Past President - Concord Rotary Club; Senior Man of the Year - <br />1963; Layman of the Year - 1982; Church - Trinity Reformed United <br />Church of Christ, President of Consistory and Sunday School <br />Teacher - Men's Bible Class. <br /> <br /> <br />
