575 <br /> <br />OLD BUSINESS <br /> <br />Resignation of Commissioner Jeff Barnhart - Commissioner Barnhart <br /> <br /> Chairman Fennel recognized Commissioner Barnhart for comments. <br />Commissioner Barnhart was elected in November to the 81st House District seat <br />and will be sworn into office on January 24, 2001. <br /> <br /> Commissioner Barnhart thanked his parents, his wife and his children <br />for their support, specifically during his ten years as a member of the Board <br />of Commissioners. He expressed pleasure with working with the current Board <br />members and offered words of encouragement to the new Board members as they <br />begin their work to meet the challenges facing Cabarrus County. Commissioner <br />Barnhart then offered his resignation as a member of the Board. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette with <br />Chairman Fennel and Commissioners Privette, Carpenter and Casper voting for, <br />the Board accepted Commissioner Barnhart's resignation from the Board of <br />County Commissioners. <br /> <br /> Board members extended best wishes to Mr. Barnhart as he begins work as <br />a member of the North Carolina HoUse of Representatives. <br /> <br />Appointment of Robert M. Freeman as County Commissioner as Recommended by the <br />Executive Board of the Cabarrus County Republican Party <br /> <br /> Mr. David Black, Chairman of the Cabarrus County Republican Party, <br />presented the recommendation by the Executive Board of the Republican Party <br />for the appointment of Robert M. Freeman to the County Commission to fill the <br />vacancy created by the resignation of Jeff Barnhart from the Board of <br />Commissioners. The letter of recommendation from the Executive Board was <br />included in the Agenda package and was effective upon the resignation of Mr. <br />Barnhart. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Casper with <br />Chairman Fennel and Commissioners Casper, Carpenter and Privette voting for, <br />the Board appointed Robert M. Freeman to the Cabarrus County Board of <br />Commissioners to fill the vacated position of Jeff Barnhart for the remaining <br />two years of the term of office. <br /> <br />RECOGNITION CEREMONY <br /> <br />Recognition of Jeff Barnhart, Carol~rn Carpenter and Sue Cas~er for their <br />Service to Cabarrus County <br /> <br /> Chairman Fennel opened the recognition ceremony to honor the departing <br />members of the Board of Commissioners. Jeff Barnhart was elected to the <br />Board in 1990 and served continuously since that time. Sue Casper was <br />elected in 1992 and served two consecutive four-year terms. Carolyn <br />Carpenter served a four-year term that began in 1996; however, she previously <br />served on the Board from 1990-94. <br /> <br /> Mr. Hartsell read a list of highlights of activities and <br />accomplishments of the Board of Commissioners since 1990. These included, <br />among others, the construction of the Coddle Creek Reservoir, construction of <br />a number of new schools, improved bond ratings and enhanced recreational <br />opportunities. On a personal note, he expressed appreciation to the three <br />commissioners for their service to Cabarrus County. <br /> <br /> Chairman Fennel presented a plaque and red roses to Commissioner Casper <br />in appreciation for her eight years (1992-2000) of service as a member of the <br />Board, including service as Chairman of the Board for the period 1996-98. <br /> <br /> Commissioner Casper stated it had been a pleasure and honor to serve <br />the residents of Cabarrus County. She commented on the friendships made <br />during her terms of office and expressed appreciation to County staff for <br />their work. <br /> <br /> Chairman Fennel presented a plaque and red roses to Commissioner <br />Carpenter in appreciation for her four years (1996-2000) of service on the <br />Board, including service as Vice Chairman for the period 1996-98 and 1999- <br />2000. He pointed out that she had previously served on the Board of <br />Commissioners from 1990 to 1994. <br /> <br /> <br />
