590 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the following officers for 2000- <br />2001 for the Juvenile Crime Prevention Council as requested by the Council: <br />Dr. William F. Pilkington, Chairman; Susan Smith - Vice Chairman; and Wes <br />Seamon - Secretary. <br /> <br />Piedmont Area Mental Health, Mental Retardation and Substance Abuse Authority <br /> <br /> The Board deferred the appointment to fill the vacancy on the Piedmont <br />Area Mental Health, Mental Retardation and Substance Abuse Authority created <br />by the resignation of Ms. Tana Hartsell. Vice Chairman Carruth, the <br />Commissioner member on the Authority, will make a recommendation for this <br />appointment at the January meeting. <br /> <br />Adult Care Home Community Advisor~ Committee <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board waived the length of service provision of the <br />County's Appointment Policy and reappointed Ms. Katie Foster to the Adult <br />Care Home Community Advisory Committee for a third three-year term ending <br />December 31, 2003. Further, the Board reappointed Ms. Claire Behrens-McGuire <br />to the advisory committee for a term of three years ending December 31, 2003. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board appointed Mr. Joseph C. Behm to the Adult Care <br />Home Community Advisory Committee for an initial term of one year ending <br />December 31, 2001. <br /> <br />INFORMAL PUBLIC CO~4ENTS <br /> <br /> Chairman Fennel opened the meeting for Informal Public Comments at 8:53 <br />p.m. <br /> <br /> There was no one present to address the Board, and Chairman Fennel <br />closed that portion of the meeting. <br /> <br />COMMISSIONERS DISCUSSION & RESPONSE TO INFORMAL PUBLIC COMMENTS (if needed) <br /> <br /> Commissioner Suggs commented on the work of the Board and its ability <br />to work through the various and controversial issues that it will consider <br />during the upcoming year. <br /> <br /> Chairman Fennel addressed the issue of "disagreements" by Board <br />members. He stated it was important for the Board to fully discuss all issues <br />in order to ensure it reaches the best solution. <br /> <br /> The Board extended holiday greetings to the citizens of Cabarrus <br />County. <br /> <br />REPORTS <br /> <br /> The following reports were included as a part of the Agenda: (1) Local <br />Sales and Use Tax Update; (2) North Carolina Municipal Council Report and <br />Rating on Cabarrus County; (3) Centralina Board of Delegates Meeting - <br />January 10, 2001; (4) Announcement of Time Warner Cable's New Rates and <br />Services for 2001; (5) Announcement of BFI Rate Increase for 2001; and (6) <br />2000 Holiday Tree Decorating Contest Winners. <br /> <br /> There being no further business to come before the Board, Chairman Fennel <br />adjourned the meeting. <br /> <br />Clerk to the Board <br /> <br /> <br />
