136 <br /> <br />Parks and Recreation Commission <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner <br />Carpenter and unanimously carried, the Board deferred the appointments <br />to the Parks and Recreation Commission until the next meeting. <br /> <br />Watershed ImDrovement Commission <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner <br />Privette and unanimously carried, the Board reappointed Mr. Thomas E. <br />Porter, Jr., to the Watershed Improvement Commission for a term of six <br />years ending February 15, 2005. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for informal public comments <br />at 9:12 p.m. <br /> <br /> Ms. Marilyn Barnhardt of 5800 Wabash Lane, Concord supported the <br />widening of 1-85 in Cabarrus County. She opposed the construction of <br />the Westside Bypass. <br /> <br /> Commissioner Privette stated he would be attending an upcoming <br />transportation meeting in Kannapolis. A copy of a Resolution adopted <br />by the Board several years ago supporting the widening of 1-85 will be <br />provided to Commissioner Privette for this meeting. <br /> <br />REPORTS <br /> <br /> The following items were included in the Reports section of the <br />Agenda: (1) Notice of BFI, Inc., Solid Waste Collection and Disposal <br />Rate Increase of 1.5 Percent; and (2) Administration of Industrial <br />Incentive Grants - Memorandum dated January 11, 1999 by County Manager <br />Frank Clifton. <br /> <br />Recess of Meetinq <br /> <br /> Chairman Barnhart recessed the meeting at 9:20 P.M. until 12:00 <br />P.M. on January 26, 1999 at the Cabarrus County Senior Center. The <br />Board will meet at that time with Mr. James W.
