134

Mr. Tom Kale asked if the Planning and Zoning Commission could
accept his offer to pay $500.00 per lot for a proposed 45-1ot
subdivision, thus allowing him to proceed with the development without
further delay. He stated it was not fair for the County to deny
subdivision approval when municipalities in the county are granting
approval within their jurisdictions.

Mr. Hartsell explained that the Planning and Zoning Commission
does not have authority to make the decision regarding the adequate
public facilities ordinance. If the Planning and Zoning Commission
denies subdivision approval, the developer may then appeal to the Board
of Commissioners.

Mr. Ed Hill, Chairman of the Planning and Zoning Commission,
commented briefly on school capacity issues and new subdivisions.

Creation of the Juvenile Crime Prevention Council to Replace the

Community Based Alternatives Task Force

Commissioner Carpenter volunteered to serve on the new Juvenile
Crime Prevention Council.

UPON MOTION of Commissioner Casper, seconded by Commissioner
Privette and unanimously carried, the Board terminated the existing
Community Based Alternatives Task Force and created the new Juvenile
Crime Prevention Council as required by the Juvenile Justice Reform Act
of 1998.
