157 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 15, 1999, at <br />6:30 P.M. <br /> <br />Present - chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 6:30 P.M. <br />Commissioner Carpenter was absent for the beginning of the meeting. <br /> <br /> Scouts Patrick Keistler and Bain Wilson of Boy Scout Troop 623 of the <br />Bethel United Methodist Church conducted the Flag Ceremony. <br /> <br />Chairman Barnhart gave the invocation. <br /> <br />Approval of the Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />with Commissioners Casper, Privette and Fennel and Chairman Barnhart voting <br />for, the Board approved the minutes of February 15, 18, 19 and 20, 1999 as <br />written. <br /> <br />Approval of the Agenda <br /> <br /> Chairman Barnhart reported that Westbrook Highland Creek LLC had <br />requested the withdrawal of Item F-5 (Proposal to Realign a Portion of the <br />County Line between Cabarrus and Mecklenburg Counties) from the Agenda. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Casper and Privette and Chairman Barnhart voting for, <br />the Board approved the Agenda as submitted with the deletion of Item F-5. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Mrs. Jewell Ballard on Her Retirement from the Cabarrus County <br /> <br />Tax Assessor's Office - Ms. Melia Miller <br /> <br /> Ms. Melia Miller, Real Estate Appraiser, recognized Mrs. Jewell Ballard <br />on her retirement from the Tax Assessor's Office. Mrs. Ballard began <br />employment in 1973 as a Tax Lister and retired on February 28, 1999 as an <br />Administrative Assistant. <br /> <br /> On behalf of the Board, Commissioner Fennel presented a plaque to Mrs. <br />Ballard in appreciation for her service to the citizens of Cabarrus County. <br /> <br /> Commissioner Carpenter arrived and was present for the remainder of the <br />meeting. <br /> <br />NEW BUSINESS <br /> <br />Update on Carolinas Partnership - Mr. Mark Heath, President, Carolinas <br />PartnershiD <br /> <br /> Mr. Mark Heath, President of the Carolinas Partnership, presented a <br />general overview of the Carolinas Partnership and its work in marketing the <br />counties in the Charlotte region. The members of the Partnership include <br />Cabarrus County and 14 other counties in the Charlotte region. <br /> <br />CONSENT AGENDA <br /> <br />Budget Amendment - Rowan-Cabarrus Community College (Completion of Technoloq~ <br />Building) <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following budget amendment. <br /> <br /> <br />
