157 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, March 15, 1999, at 6:30 P.M. Present - chairman: Jeffrey L. Barnhart Vice Chairman: Arne L. Fennel Commissioners: Carolyn B. Carpenter Sue B. Casper Coy C. Privette Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Barnhart called the meeting to order at 6:30 P.M. Commissioner Carpenter was absent for the beginning of the meeting. Scouts Patrick Keistler and Bain Wilson of Boy Scout Troop 623 of the Bethel United Methodist Church conducted the Flag Ceremony. Chairman Barnhart gave the invocation. Approval of the Minutes UPON MOTION of Commissioner Casper, seconded by Commissioner Privette with Commissioners Casper, Privette and Fennel and Chairman Barnhart voting for, the Board approved the minutes of February 15, 18, 19 and 20, 1999 as written. Approval of the Agenda Chairman Barnhart reported that Westbrook Highland Creek LLC had requested the withdrawal of Item F-5 (Proposal to Realign a Portion of the County Line between Cabarrus and Mecklenburg Counties) from the Agenda. UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with Commissioners Fennel, Casper and Privette and Chairman Barnhart voting for, the Board approved the Agenda as submitted with the deletion of Item F-5. RECOGNITIONS AND PRESENTATIONS Recognition of Mrs. Jewell Ballard on Her Retirement from the Cabarrus County Tax Assessor's Office - Ms. Melia Miller Ms. Melia Miller, Real Estate Appraiser, recognized Mrs. Jewell Ballard on her retirement from the Tax Assessor's Office. Mrs. Ballard began employment in 1973 as a Tax Lister and retired on February 28, 1999 as an Administrative Assistant. On behalf of the Board, Commissioner Fennel presented a plaque to Mrs. Ballard in appreciation for her service to the citizens of Cabarrus County. Commissioner Carpenter arrived and was present for the remainder of the meeting. NEW BUSINESS Update on Carolinas Partnership - Mr. Mark Heath, President, Carolinas PartnershiD Mr. Mark Heath, President of the Carolinas Partnership, presented a general overview of the Carolinas Partnership and its work in marketing the counties in the Charlotte region. The members of the Partnership include Cabarrus County and 14 other counties in the Charlotte region. CONSENT AGENDA Budget Amendment - Rowan-Cabarrus Community College (Completion of Technoloq~ Building) UPON MOTION of Commissioner Casper, seconded by Commissioner Privette and unanimously carried, the Board adopted the following budget amendment.
