172 <br /> <br />County's perspective should include the following: (1) County <br />liability; (2) D=n agreed upon percentage of any Fair receipts <br />from operations on publicly owned land will be guaranteed to be <br />donated back to the community in terms of contributions, etc. to <br />a public, non-profit organization; (3) Any future buildings shall <br />be in accordance with County Codes, both building and health <br />codes; and (4) Future site that will allow more space for growth <br />and much less traffic problems. <br /> <br />Consideration of a Resolution Requestinq Leqislation for Authority to Enact <br />an Additional One Cent Local Option Sales Tax to Fund School Capital Outlay <br />Projects <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 1999 - 08 <br /> <br />A RESOLUTION REQUESTING LEGISLATION TO CHANGE THE <br />P~ATIO OF SALES TAX DISTRIBUTION IN THE STATE OF <br />NORTH CAROLINA <br /> <br />WHEREAS, the Cabarrus County Board of Commissioners is charged with the <br /> responsibility under North Carolina General Statutes with <br /> providing public school facilities; and <br />WHEREAS, Cabarrus County is experiencing growth in both citizen and school <br /> population and has a need for more new school construction; and <br />WHEREAS, the state of North Carolina is experiencing tremendous growth in <br /> revenues from all sources; and <br />WHEREAS, the good citizens of Cabarrus County overwhelmingly defeated an <br /> attempt to raise the sales taxes an additional 1% to 7% and the <br /> highest in North Carolina to pay for school construction needs. <br /> Thereby confirming that working families and senior citizens <br /> cannot afford more new taxes; and <br />WHEREAS, the overwhelming majority of citizens in Cabarrus County do not <br /> support a resolution endorsing legislation to "reduce debt for <br /> public school facilities" by increasing sales taxes above all <br /> others in North Carolina; and <br /> THEREFORE, BE IT RESOLVED by the Cabarrus County Commissioners that the <br />Legislature be requested to enact legislation that would: <br /> <br />Reallocate the current 6% sales taxes to a system called "Sales <br />Tax 3-2-1." This would be allocated as follows: <br /> <br />3% to the state for the purposes deemed appropriate by <br />our elected legislature, <br /> <br />2% to the counties and cities on the same basis that <br />the current 2% is allocated, <br /> <br />1% to counties dedicated to the construction of new <br />public school buildings. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be sent to all <br />county and city governments in North Carolina. <br /> Adopted this 15th day of March, 1999. <br /> <br /> /s/ Jeffrey L.
