175 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Meeting Room at the Harrisburg Medical Center, 5427 Highway <br />49, South, Harrisburg, North Carolina on Monday, March 29, 1999, at 7:00 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mrs. <br />Frankie F. Bonds, Clerk to the Board; and Mr. Maurice Ewing, President of the <br />Cabarrus Economic Development Corporation. <br /> <br /> Mayor Carl Parmer and Harrisburg Town Council members Thomas G. Harris, <br />Sr., Tim Hagler, Jenna Sue Taylor, Lena Bowen, Gerald Nichols and Aaron <br />Ritchie were also present for the meeting. Also present were Mr. Richard <br />Koch, Harrisburg Town Attorney, and Ms. Linda Kee, Harrisburg Town Clerk. <br /> <br /> Chairman Barnhart called the meeting to order at 7:15 p.m. <br />Parmer called to order the meeting of the Harrisburg Town Council. <br /> <br />Mayor <br /> <br />Mr. Harris gave the invocation. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to go into closed session with the <br />Harrisburg Town Council to discuss matters relating to the location or <br />expansion of industries or other businesses in Cabarrus County as authorized <br />by North Carolina General Statute 143-318.11(a) (4). <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to invite Mr. Richard Koch, <br />Harrisburg Town Attorney, and other staff members into the closed session. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette, <br />the Board moved to adjourn the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />School Health Nurses <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Barnhart <br />and unanimously carried, the Board moved to add consideration of funding for <br />school health nurses to the agenda. <br /> <br /> Commissioner Carpenter outlined efforts by the Cabarrus Health Alliance <br />to place a school health nurse in each of the 29 schools in Cabarrus County. <br />Currently, there are eight school health nurses and funding has been promised <br />by the following agencies to increase this number to 27: NorthEast Medical <br />Center - 6; Kannapolis City Schools 1; Cabarrus County Schools - 4; Health <br />Alliance - 6; and Grant Funds - 2. To reach the goal of 29, she proposed <br />that the County agree to fund two part-time school health nurses at an annual <br />cost of $30,000.00 each contingent upon the provision of funding for the <br />additional school health nurses as promised by the other sources. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette with Commissioners Carpenter, Privette and Casper and Chairman <br />Barnhart voting for and Commissioner Fennel voting against, the Board agreed <br />to fund two part-time school health nurses with no benefits at an annual cost <br />of $30,000.00 each contingent upon the following groups putting in their <br />funding to place a nurse in each of the 29 schools in Cabarrus County: <br />NorthEast Medical Center - 6; Kannapolis City Schools - 1; Cabarrus County <br />Schools - 4; Health Alliance - 6; Grant Funds - 2. Further, the Board will <br />review the funding for the part-time school health nurses in one year. <br /> <br />Adjournment <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the meeting was adjourned at 8:25 p.m. <br /> <br /> Clerk to the Board <br /> <br /> <br />
