190 <br /> <br /> In recognition of outstanding work and achievement, Mr. Clifton awarded <br />a "County Manager's Award" in the amount of $500.00 each to Ms. Straub and <br />Ms. Becky Crabtree, Budget Analyst. <br /> <br /> Mr. Clifton also announced the award of a "County Manager's Award" in <br />the amount of $500.00 to Mr. Bill Kouri, Tax Audit Manager. He stated Mr. <br />Kouri had been very instrumental in resolving the litigation with Philip <br />Morris concerning business personal property. <br /> <br /> Further, Mr. Clifton awarded a "County Manager's Award" of $500.00 to <br />Ms. Melia Miller, Real Estate Appraiser. He stated that Ms. Miller has <br />played an important role in working with Mr. Blair Bennett, Interim Tax <br />Administrator, on issues relating to the Assessor's Office, including <br />revaluation, computerization and training of new employees. <br /> <br />Comments in Memory of Johnny A. Foil, Jr. <br /> <br /> Commissioner Casper commented on the loss to the County upon the recent <br />death of Mr. Johnny A. Foil, Jr., a member of the Soil and Water Conservation <br />District Supervisors. The Board observed a moment of silence in memory of Mr. <br />Foil. <br /> <br />CONSENT AGENDA <br /> <br /> Commissioner Fennel asked for the removal of Item D-7 [(Social Services <br />- Budget Amendment (Smart Start Child Care Subsidy)] and Item D-ii <br /> (Resolution Transferring Cabarrus County Home Health to the Cabarrus Health <br />Alliance) from the Consent Agenda. <br /> <br />Proclamation - Child Support Awareness Month (May 1999) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />CHILD SUPPORT AWARENESS MONTH <br />IN CABARRUS COUNTY <br /> A PROCLAMATION <br /> <br /> WHEREAS, the welfare of our children is the most important <br />responsibility we have as parents. A child should be able to depend on <br />support from both parents; and <br /> WHEREAS, children who do not receive adequate financial and emotional <br />support from both parents may experience greater difficulty in becoming <br />healthy, happy, and productive citizens of this County. In such cases, the <br />taxpayers of this County support the children whose parents fail to meet this <br />responsibility; and <br /> WHEREAS, many concerned and dedicated judges, district attorneys, <br />clerks of court, sheriffs' personnel, and child support professionals work to <br />provide this service to Cabarrus County's children ... our future; <br /> NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners does hereby proclaim the month of May, 1999 as <br /> CHILD SUPPORT AWDiRENESS MONTH IN CA~ARRUS COUNTY <br />and urges all parents who are currently under court order to regularly pay <br />their child support. <br /> This the 17th day of May, 1999 <br /> /s/ Jeffrey L.
