210 <br /> <br /> Chairman Barnhart proposed that the Board ask the County Manager to <br />provide information at the next meeting showing funding sources and timing <br />options to meet future school needs, specifically a new elementary and new <br />middle school. <br /> <br /> Commissioner Privette distributed information concerning special <br />legislation that allowed the Johnston County Board of Education to negotiate <br />with separate prime contractors to build three model schools at a building <br />construction cost of under $70.00 per square foot for each school. Also, he <br />said Johnston County plans to issue $150 million in school bonds for <br />additional schools with no increase in taxes. <br /> <br /> Commissioner Fennel distributed a prepared statement in support of the <br />following funding options for new schools: (1) Levy impact fees of one <br />percent (1%) of the sales price to be paid by the buyer at closing; (2) <br />Establish school taxing districts; (3) Use current revenue growth; (4) Use <br />undesignated fund balance to purchase land for future school sites; (5) <br />Establish Adopt-A-School Programs to permit companies and citizens to donate <br />tax deductible funds to build new schools. <br /> <br /> There was discussion regarding the various funding options, associated <br />legislation required to implement those options, revenue growth in the county <br />and expenses associated with growth. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board directed the County Manager to provide <br />information at the next meeting concerning funding sources and timing options <br />for funding future school facilities, particularly a new elementary and a new <br />middle school. <br /> <br />Fairqrounds Committee Report - Vice Chairman Fennel <br /> <br /> Vice chairman Fennel reported it was the unanimous decision of the <br />Fairgrounds Committee to relocate the Fair. He read the following Committee <br />Minutes into the record. <br /> <br /> Cabarrus County <br /> Fairground Committee <br /> Minutes <br />April 28, 1999 <br />Attending: David Propst, Alfred Brown, Carolyn Carpenter and Arne <br />Fennel <br />Location:Alfred Brown's office <br />Topic: Moving of the Fairgrounds <br /> <br />Discussion centered around a new location for the Fair. Ail <br />agreed that the Fair had to move. We projected that once a <br />suitable location was found that it would take 18 months for the <br />facility to be prepared. <br /> <br />We discussed the following sites: <br />Highway 601: There are several pieces of property that are <br />available on Highway 601 that are possible sites for a new Fair. <br />They would have good roads and good access to Mecklenburg, Stanly <br />& Union counties. The major drawback is that there is no sewer in <br />that area, which the Fair is required to have. <br /> <br />County Landfill: The Landfill is already owned by the County, <br />however concern was expressed that the roads are not good to the <br />Landfill, it is less accessible to surrounding counties, and it <br />would cost $800,000 to bring water to the Landfill. <br /> <br />Jackson Training School: There was positive discussion about this <br />property, however it is understood that the county has already <br />been turned down once. This would be a long shot at best. <br /> <br />Frank Liske Park: This location is central to the county, <br />however, there are several sever (sic) restrictions at the park <br />that are enforced by the state that would make this property <br />undesirable. <br /> <br />Our main objectives are to find land that would be central to the <br />county, not cost us more than the water line cost to the Landfill <br />and be able to be used for multiple purposes, year around. <br /> <br /> <br />
