216 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session in the Multi-Purpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, May 18, <br />1999, at 7:00 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mrs. <br />Cathie K. Straub, BudHet Officer; and Mrs. Frankie F. Bonds, Clerk to <br />the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 7:00 p.m. <br />Commissioner Carpenter was absent for the beHinning of the meeting. <br /> <br />Budget Review <br /> <br /> Mr. Clifton presented an overview of the proposed FY 1999-2000 <br />budget. He stated the proposed budget is based on an undesignated fund <br />balance of fifteen percent (15%), which is current Board policy and <br />seven percent (7%) higher than the State mandate of eight percent (8%). <br />Also, Mr. Clifton distributed a handout entitled ~Tax Rate Comparison <br />to Assessed Value." <br /> <br /> Commissioner Carpenter arrived at 7:25 p.m. and was present for <br />the remainder of the meeting. <br /> <br /> The Board reviewed the FY 1999-2000 revenue projections and debt <br />service for the next year. Also, the Board discussed the Capital <br />Improvements Plan that was included as a part of the preliminary FY <br />2000 budget document. <br /> <br /> Mr. Clifton also briefly reviewed the proposal for the County to <br />assume the responsibility for school building maintenance. He has <br />included $2 million in the proposed budHet to cover the cost of this <br />service for two-thirds of a year. The annual cost for an entire year <br />will increase to $3 million for FY 2001. An interlocal agreement <br />between the school systems and the County will be required to implement <br />this program. <br /> <br /> Also, Mr. Clifton reported the Harrisburg Fire District has <br />requested an increase in its tax rate in order to hire full-time <br />firefiHhters. He reminded the Board that it sets the tax rate for the <br />fire districts in the county. <br /> <br />Request for Contribution for the Chamber of Commerce's New Building <br /> <br /> Chairman Barnhart reported the Cabarrus Regional Chamber of <br />Commerce had requested a contribution to its fund raising efforts for <br />the Chamber's new building. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board voted not to contribute funds <br />for the new building of the Cabarrus Regional Chamber of Commerce. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, <br />Chairman Barnhart recessed the meeting at 9:10 p.m. until 7:00 p.m. on <br />Monday, May 24, 1999. <br /> <br />Clerk to the Board <br /> <br /> <br />
