220 <br /> <br />property; and other restrictions have been added to further limit the <br />scope of the grants and assure stronger compliance requirements for <br />consideration of a grant award. He pointed out that the Concord City <br />Council adopted the proposed program with two changes: (1) Reduced the <br />total number of years of eligibility for real property investments from <br />five to four years; and (2) Reduced the percentages applied to real and <br />personal property at each of the three investment levels as follows: <br />Level 1 - 65 percent; Level 2 - 70 percent; and Level 3 - 75 percent. <br /> <br /> Mr. Maurice Ewing, President of the Cabarrus Economic Development <br />Corporation (EDC), advised that the EDC Board of Directors supported <br />the Program as proposed by Mr. Clifton. <br /> <br /> There was discussion regarding the proposed grant incentive <br />program. Issues discussed included the need for a provision to allow <br />consideration of other factors that would impact the community, <br />adequate public facilities, the deduction of infrastructure costs paid <br />by the County for a particular project, the possibility of working with <br />adjacent counties on projects that border the county line, the need to <br />balance residential with industrial/commercial growth and questions by <br />Commissioner Privette concerning the need for incentives in Cabarrus <br />County due to the County's prime location and current growth rate. <br /> <br /> The Board agreed to further discuss the proposed program at its <br />work session on June 1.
