234 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, June 14, 1999, at 7:00 p.m. <br /> <br />Present - Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Coy C. Privette <br />Absent Chairman: Jeffrey L. Barnhart <br /> Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Don <br />Moorhead, Human Resources Director; Ms. Cathie K. Straub, Budget Officer; and <br />Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Vice Chairman Fennel called the meeting to order at 7:00 p.m. He <br />commented on the tragic death of David and Anne Drye, Mark Carlson and the <br />pilot in an airplane crash this afternoon. He expressed sympathy to their <br />families. <br /> <br /> The Board observed a moment of silence in memory of Mr. and Mrs. Drye, <br />Mr. Carlson and the pilot who died in the plane crash. Commissioner Privette <br />presented a prayer for the accident victims and their families. <br /> <br />Public Hearinq - Industrial Incentive Grant <br /> <br /> Vice Chairman Fennel opened the public hearing concerning the <br />Industrial Development Incentive Grant for Southeastern Packaging Company in <br />Harrisburg. The proposed Incentive Grant Agreement was among Cabarrus <br />County, the Town of Harrisburg and Southeastern Packaging Company. The <br />Notice of the Public Hearing was published in THE INDEPENDENT TRIBUNE and THE <br />CHARLOTTE OBSERVER (Cabarrus Neighbors) on June 1, 1999. <br /> <br /> Mr. Maurice Ewing, President of the Cabarrus Economic Development <br />Corporation, introduced the proposed expansion of Southeastern Packaging <br />Company. He stated the proposed project involved $1.6 million in real estate <br />expansion and currently over $15 million in machinery and equipment upgrades <br />and replacements. According to Mr. Ewing, the proposed expansion would <br />create eight (8) to twelve (12) new jobs as well as preserve and protect 130 <br />existing jobs. <br /> <br /> Mr. Dean Jolley, Vice Chairman and Chief Financial Officer for <br />Southeastern Packaging Company, and Mr. Steve Weitzner of Ernst & Young LLP <br />presented information concerning the history of Southeastern Packaging, its <br />operation and its proposed expansion and upgrade of building, machinery and <br />equipment in Harrisburg. They explained the upgrade of both the equipment <br />and the facility would enable the company to increase its productivity and <br />efficiency, remain competitive and secure jobs for its current employees. Mr. <br />Weitzner stressed the importance of the requested IDI grant in the company's <br />decision to remain at its current Harrisburg location. <br /> <br /> There was no one else present who wished to address the Board, and Vice <br />Chairman Fennel closed the public hearing. <br /> <br /> There was discussion regarding the proposed incentive grant to <br />Southeastern, including the expansion of an existing business, preservation <br />of 130 jobs, a positive tax cash flow for the County, infrastructure already <br />in place, the fairness of government providing incentives to private <br />companies and questions regarding the need for incentives due to the County's <br />prime location and economic growth. <br /> <br /> The motion by Commissioner Carpenter to approve the incentive grant <br />proposal for Southeastern Packaging Company under the County's old Industrial <br />Development Incentive Program died for the lack of a second. <br /> <br /> The motion by Commissioner Privette to delay action on the Southeastern <br />proposal until the Board meeting on June 21, 1999 died for the lack of a <br />second. <br /> <br /> UPON MOTION of Vice Chairman Fennel, seconded by Commissioner Carpenter <br />with vice Chairman Fennel and Commissioner Carpenter 'voting for and <br />Commissioner Privette voting against, the Board approved pursuant to the <br />County's new Industrial Development Incentive Grant Program (adopted June 1, <br />1999) the Industrial Development Incentive Grant Agreement among Cabarrus <br />County, the Town of Harrisburg and Southeastern Packaging Company. The <br />Agreement is on file in the Office of the County Manager and included by <br />reference as a part of the minutes. <br /> <br /> <br />
