236

Commissioner Privette introduced a request dated May 28, 1999 from Mr.
Wayne Trexler, Chairman of the Cabarrus Social Services Board, asking that
the Board consider the reassignment of the Social Services Director
classification from Grade 80 to Grade 81.

UPON MOTION of Commissioner Privette, seconded by Commissioner
Carpenter and unanimously carried, the Board approved the following request
from the Social Services Board: (1) That the Social Services Director be
reassigned from Grade 80 to Grade 81 effective July 1, 1999; (2) That, in
accordance with Mr. Jim Cook's request, his salary not be increased in
relation to this reassignment.

Comments by Vice Chairman Fennel

Vice Chairman Fennel presented comments for the record concerning a
recent newspaper article about statements by the School Board Chair regarding
the Commissioners' efforts to save school construction costs. He expressed
concern that the School Board failed to implement the value engineering
recommendations for the new high school and only delayed construction of
several items for the new school. Further, he objected to the use of the
current architect by the Schools and stated in his opinion the Schools could
have built 5,000 additional classroom seats with the $130 million provided
during the past four years if there had been more efficient use of those
funds.

Commissioner Privette reported on a recent meeting of the high school
value engineering study committee concerning the value engineering
recommendations for the new school. He also commented on the continued use of
the current architect by the Schools.

Recess of Meetinq

There being no further business to come before the Board, Vice Chairman
Fennel recessed the meeting at 9:40 p.m. until 7:00 p.m. on Thursday, June
17, 1999.

Clerk to the Board
