238 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, June 21, 1999, at 6:30 p.m. Present - Chairman: Jeffrey L. Barnhart Vice Chairman: Arne L. Fennel Commissioners: Carolyn B. Carpenter Sue B. Casper Coy C. Privette Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Barnhart called the meeting to order at 6:30 p.m. Commissioner Casper led the Pledge of Allegiance. Dr. Richard Graf of the Saint Martin Lutheran Church gave the invocation. Approval of the Minutes UPON MOTION of Commissioner Privette, seconded by Commissioner Casper and unanimously carried, the Board approved the minutes as written for the following meetings: May 17, 1999 (Regular Meeting) and May 18, 24, 25 and 27 and June 1, 1999 (Recessed Meetings). Approval of the Aqenda UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and unanimously carried, the Board approved the Agenda as submitted with the Addition of Consent Item E-23 (Budget Amendment - Solid Waste Management). RECOGNITIONS AND PRESENTATIONS Recoqnition of Retirinq Employees a. Linda Heiliq - Department of Social Services b. Serqeant James A. Strickland - Sheriff's Department Mr. James F. Cook, Jr., Social Services Director, recognized Ms. Linda C. Heilig, Supervisor of the Social Services Finance Unit, on her retirement. Ms. Heilig began work at the Department on December 10, 1970 and will retire on June 30, 1999. Sheriff Robert Canaday recognized Sergeant James A. Strickland on his retirement from the Sheriff's Department. Sergeant Strickland began work as a Deputy Sheriff on April 1, 1981 and will retire June 30, 1999. On behalf of the Board of Commissioners, Commissioner Privette presented a plaque to both Ms. Heilig and Sergeant Strickland in appreciation for their service to Cabarrus County and its citizens. Recoqnition of Susan Fearrinqton, Accountinq Operations Supervisor, for Attaininq Certification as a Certified Local Governmental Finance Officer MS. Pam Dubois, Assistant Finance Director, recognized Ms. Susan Fearrington on her certification as a Certified Local Governmental Finance Officer. On behalf of the Board, Commissioner Privette presented a Certificate of Recognition to Ms. Fearrington. Presentation of the Award of Financial Reportinq Achievement to Pam Dubois, Assistant Finance Director Mr. John Day, Deputy County Manager for Operations, reported the Government Finance Officers Association of the united States and Canada had awarded Cabarrus County the Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report (CAFR). He presented the Certificate of Achievement to Ms. Pam Dubois, Assistant Finance Director, who was designated as the individual primarily responsible for preparing the award-winning CAFR.
