250 <br /> <br /> There was no one else to address the Board, and Chairman Barnhart <br />closed the public hearing at 7:38 p.m. <br /> <br /> Mr. Clifton distributed a list of adjustments to the proposed FY 2000 <br />budget relating to items that had occurred since the preliminary budget was <br />drafted. He asked the Board to include the changes as listed below in its <br />approval of the budget. <br /> <br />ADDITIONS/DELETIONS TO THE PRELIMINARY FY2000 BUDGET: <br /> <br /> Transfer of $122,325.00 from CIP School Park Improvements to the <br /> Harrisburg School Park in order to provide construction of four baseball <br /> fields at the new Harrisburg Elementary School. <br />· Carry Forward of $12,517 from FY 1999 - Signs for Governmental Center <br /> Project will not be completed as of June 30, 1999 <br />· Carry Forward of $35,000 from FY 1999 - Brick Wall Enclosure for the new <br /> Generator for the Sheriff's Department. <br />Schools - Current Expense: <br />· ADM funding of $825 increased to $828 to provide two school health nurses <br /> at a total cost of $64,806. <br />· Transfer of $817,432 from Cabarrus County Property Maintenance Budget to <br /> Cabarrus County Schools Grounds Maintenance of $700,866.20 and Kannapolis <br /> City Schools Grounds Maintenance of $116,565.80. <br />Schools - Capital Outlay: <br />· Decrease of $1,000,000 for School Site Purchases and increase of <br /> $1,000,000 for Building Maintenance <br />· Transfer of $500,000 from School Site Purchases to the Capital Reserve <br /> Fund <br />· Cabarrus County will pay the FY 2000 Debt Service Payment of $172,914 for <br /> the Kannapolis City Schools <br />· Decreased Capital Outlay from $2,600,000 to $1,500,000 and changed <br /> allocations respectively. <br />· Increase of $19,000 in the Sheriff's Department budget for Fire Alarm <br /> System Per John Day. <br />· Cabarrus Juvenile Crime Prevention Council School Health Program <br /> contribution increase of $12,541. <br />· CBA Restitution Program contribution decreased $20,208. <br />· CBA Uwharrie Group Homes contribution decreased $4,020. <br />· Unemployment Compensation expense increased $8,365. <br />· Medical Consultants/Jail increased $2,344 for funding of two jail nurses <br /> for Cabarrus Health Alliance. <br />· Carry Forward of $66,429 from FY 1999 - Jackson Park and Fred L. Wilson <br /> (Kannapolis Playground) <br />· Carry Forward of $26,997 from FY 1999 - Rocky River School Park (Ballfield <br /> lights installation and materials) <br />· Increase revenue of $250,000 for the PARTF W.W. Flowe Park State Grant <br /> Award of May 10, 1999. <br />· Increase expense of $250,000 for PARTF W. W. Flowe Park <br />· Board of Commissioners and the City of Concord Council appropriated funds <br /> of $88,500 toward Concord Middle/Irvin School Parks Improvements; <br /> therefore, creating a reduction of $66,000 which was funded in FY 1999 <br /> budget and a reduction of $33,000 in revenue which constitutes one-half of <br /> the expenses. <br /> <br />SOLID WASTE FUND: <br />· Inadvertently, the Recycling Technician position that was denied by the <br /> County Manager was not deleted from the Manager's Request. This <br /> represents approximately a $26,196 reduction in expenses. <br /> <br />NOTE: Ail of the above referenced changes represents a total net decrease in <br /> the Preliminary FY 2000 Budget of $ 968,425. <br /> <br /> Chairman Barnhart expressed concerns about the Maintenance Agreement <br />approved by the two school boards, specifically the failure to include the <br />County as a party to the agreement and the provision related to the <br />termination of the agreement. He suggested that the Board set aside the <br />money for the maintenance operation until there is a suitable three-party <br />agreement. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter <br />and unanimously carried, the Board agreed to move the Schools maintenance <br />allocation from Current Expense to a separate account until the execution of <br /> <br /> <br />
