Commissioner Fennel returned to the meeting. UPON MOTION of Commissioner Privette, seconded by Commissioner Casper with Commissioners Casper, Privette and Fennel and Chairman Barnhart voting for and Commissioner Carpenter voting against, the Board approved the addition of a pre-audit certificate to the Corban Avenue Parking Facility Agreement. Appeal of the Planning and Zoning Com~isslon Denial of Whispering Winds Subdivision Mr. Marshall reported the Planning and Zoning Commission had denied the Whispering Winds Subdivision based on the adequacy of public facilities. He said the developer, Mr. Mike Wallace, has offered $500.00 per lot to address school adequacy. Stating the property will be annexed by the City of Kannapolis effective June 30, 1999, Mr. Marshall recommended that the Board affirm the Planning and Zoning Commission's denial and the subdivision be submitted to Kannapolis for review. UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and unanimously carried, the Board voted to uphold the Planning and Zoning Commission denial of the preliminary plat for the Whispering Winds Subdivision. Designation of Voting Delegate and Alternate to the N. C. Association of County Commissioners Annual Conference in August UPON MOTION of Commissioner Carpenter, seconded by Commissioner privette and unanimously carried, the Board named Chairman Barnhart as voting delegate and Commissioner Casper as alternate delegate to the North Carolina Association of County Commissioners Annual Conference to be held in Asheville in August. Agency Agreement between Cabarrus County Board of Education and Cabarrus County Related to the Construction of the New Southwest High School Mr. Hartsell distributed a revised Agency Agreement between the Cabarrus County Board of Education and Cabarrus County relative to the construction of the new high school.
