He <br />said the developer, Mr. Mike Wallace, has offered $500.00 per lot to address <br />school adequacy. Stating the property will be annexed by the City of <br />Kannapolis effective June 30, 1999, Mr. Marshall recommended that the Board <br />affirm the Planning and Zoning Commission's denial and the subdivision be <br />submitted to Kannapolis for review. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board voted to uphold the Planning and Zoning <br />Commission denial of the preliminary plat for the Whispering Winds <br />Subdivision. <br /> <br />Designation of Voting Delegate and Alternate to the N. C. Association of <br />County Commissioners Annual Conference in August <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />privette and unanimously carried, the Board named Chairman Barnhart as voting <br />delegate and Commissioner Casper as alternate delegate to the North Carolina <br />Association of County Commissioners Annual Conference to be held in Asheville <br />in August. <br /> <br />Agency Agreement between Cabarrus County Board of Education and Cabarrus <br />County Related to the Construction of the New Southwest High School <br /> <br /> Mr. Hartsell distributed a revised Agency Agreement between the <br />Cabarrus County Board of Education and Cabarrus County relative to the <br />construction of the new high school. <br /> <br /> <br />
