286 <br /> <br /> Dr. Winkler responded to a number of questions by Board members, including <br />the proposed 800-core capacity for the new schools, the possibility of locating <br />a middle school on property at the new high school site, rumors of a 15 percent <br />excess capacity in the school systems, selection of new school sites, the <br />capping of Weddington Hills Elementary and the impact on students due to the <br />realignment of the Cabarrus/Iredell County line. <br /> <br /> Chairman Barnhart outlined the following proposal and asked for consensus <br />by the Board: If the Board of Commissioners and Board of Education can agree on <br />an architect and the design of a new school, the Commissioners will fund the <br />purchase of the land and work toward financial arrangements for a new school as <br />well as appoint an oversight committee. He further proposed that he and <br />Commissioner Privette continue to serve on the Education Subcommittee to pursue <br />the selection of an architect and school design. <br /> <br /> Commissioner Carpenter suggested that the Commissioners and members of the <br />both the Cabarrus County Board of Education and the Kannapolis City Board of <br />Education meet jointly each quarter in an effort to clear up in communication <br />problems. Dr. Winkler indicated that the Cabarrus School Board would be in <br />agreement to such meetings. <br /> <br /> There was lengthy discussion regarding the Schools, including the <br />recognized need for additional classroom space and State funding for education. <br />Board members also commented on the numerous letters and e-mails they had <br />received that contained incorrect information. Specifically, it was clarified <br />that the School Board holds the responsibility for making decisions regarding <br />capping, redistricting and multi-track schools. <br /> <br /> Commissioner Fennel presented the following Resolution and made a motion <br />for its adoption. <br /> <br /> Cabarrus County Commissioners <br /> Resolution to Create the <br />Cabarrus County citizens Construction Oversight Committee <br /> <br /> WHEREAS, the Cabarrus County Commissioners (Commissioners) <br />are directly responsible to the taxpayers of Cabarrus County, and <br /> WHEREAS, The Cabarrus County and Kannapolis City School <br />Boards (School Board) are directly responsible to families for <br />the academic education of our public school children, and <br /> WHEREAS, the educational needs of our public school <br />children are the #1 priority of the Commissioners, and <br /> WHEREAS, there has been a loss of credibility in the design <br />and construction of public school buildings in our county, and <br /> WHEREAS, due to the amount of taxpayers' monies being spent <br />on public school buildings, we need the advice and oversight of <br />professionals and experts in the construction and development <br />industries, <br /> THEREFORE, Be It Resolved, that the Commissioners hereby <br />create the Cabarrus County citizens Construction Oversight <br />Committee (Committee). <br /> <br />The Committee will: <br />1. Be appointed by, report directly to, and serve at the pleasure <br /> of the Commissioners on all aspects of public school building <br /> construction. <br />2. Have the authority to review all past, present and future <br /> public school building construction plans and disbursements. <br />3. Be responsible for advising the Commissioners on land <br /> acquisitions and construction methods that will minimize cost, <br /> maximize capacity and utilization, and cut down the time of <br /> construction of public school buildings. <br />4. Responsible for recommending construction consultants to the <br /> Commissioners from time to time as necessary to perform their <br /> assigned tasks. <br /> <br />The School Board will: <br />1. Be responsible for providing the Commissioners with reasonable <br /> and real needs of the public school system. <br />2. Be responsible for providing the Committee with all documents <br /> and records necessary for them to carry out their task as <br /> assigned in this resolution. <br />3. Be responsible for the assigning and scheduling of public <br /> school children to specific public school buildings. <br />4. Be responsible for the academic education of our public school <br /> children. <br /> <br /> <br />
