286 Dr. Winkler responded to a number of questions by Board members, including the proposed 800-core capacity for the new schools, the possibility of locating a middle school on property at the new high school site, rumors of a 15 percent excess capacity in the school systems, selection of new school sites, the capping of Weddington Hills Elementary and the impact on students due to the realignment of the Cabarrus/Iredell County line. Chairman Barnhart outlined the following proposal and asked for consensus by the Board: If the Board of Commissioners and Board of Education can agree on an architect and the design of a new school, the Commissioners will fund the purchase of the land and work toward financial arrangements for a new school as well as appoint an oversight committee. He further proposed that he and Commissioner Privette continue to serve on the Education Subcommittee to pursue the selection of an architect and school design. Commissioner Carpenter suggested that the Commissioners and members of the both the Cabarrus County Board of Education and the Kannapolis City Board of Education meet jointly each quarter in an effort to clear up in communication problems. Dr. Winkler indicated that the Cabarrus School Board would be in agreement to such meetings. There was lengthy discussion regarding the Schools, including the recognized need for additional classroom space and State funding for education. Board members also commented on the numerous letters and e-mails they had received that contained incorrect information. Specifically, it was clarified that the School Board holds the responsibility for making decisions regarding capping, redistricting and multi-track schools. Commissioner Fennel presented the following Resolution and made a motion for its adoption. Cabarrus County Commissioners Resolution to Create the Cabarrus County citizens Construction Oversight Committee WHEREAS, the Cabarrus County Commissioners (Commissioners) are directly responsible to the taxpayers of Cabarrus County, and WHEREAS, The Cabarrus County and Kannapolis City School Boards (School Board) are directly responsible to families for the academic education of our public school children, and WHEREAS, the educational needs of our public school children are the #1 priority of the Commissioners, and WHEREAS, there has been a loss of credibility in the design and construction of public school buildings in our county, and WHEREAS, due to the amount of taxpayers' monies being spent on public school buildings, we need the advice and oversight of professionals and experts in the construction and development industries, THEREFORE, Be It Resolved, that the Commissioners hereby create the Cabarrus County citizens Construction Oversight Committee (Committee). The Committee will: 1. Be appointed by, report directly to, and serve at the pleasure of the Commissioners on all aspects of public school building construction. 2. Have the authority to review all past, present and future public school building construction plans and disbursements. 3. Be responsible for advising the Commissioners on land acquisitions and construction methods that will minimize cost, maximize capacity and utilization, and cut down the time of construction of public school buildings. 4. Responsible for recommending construction consultants to the Commissioners from time to time as necessary to perform their assigned tasks. The School Board will: 1. Be responsible for providing the Commissioners with reasonable and real needs of the public school system. 2. Be responsible for providing the Committee with all documents and records necessary for them to carry out their task as assigned in this resolution. 3. Be responsible for the assigning and scheduling of public school children to specific public school buildings. 4. Be responsible for the academic education of our public school children.
