314 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the~ Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 18, 1999, <br />at 6:30 p.m. <br /> <br />Present - Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br />Absent - Chairman: Jeffrey L. Barnhart <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Vice Chairman Fennel presided in the absence of Chairman Barnhart who <br />was out of the country. He called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 264 of Center United Methodist Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony included Travis Tino, <br />Jaimie Blackwelder, Joshua Kepley, Jesse Meador, Brad Foss, Derek Barringer <br />and Michael Rumbolo. <br /> <br /> Reverend L. Joe Johnson of Forestview Baptist Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Casper <br />and unanimously carried, the Board approved the minutes of September 20, 1999 <br />as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the Agenda as submitted. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recoqnitlon of Cabarrus County 4-H'ers in Celebration of National 4-H Month - <br />Pamela C. Outen, Extension Aqent, Family and Consumer Education <br /> <br /> Ms. Pamela C. Outen, Extension Agent, Family and Consumer Education, <br />recognized the following 4-H members on their National 4-H Week Tabletop <br />Exhibits: First Place - Mike Steiner, Junior Division and Hannah Reynolds, <br />Senior Division; Second Place - Michelle Sailer, Junior Division and Kelly <br />Haigler, Senior Division; Third Place - Lauren Thomas, Junior Division and <br />Michael Outen, Senior Division; Fourth Place - Allison Goff, Junior Division <br />and Charles Barbee, Senior Division. Members receiving honorable mention <br />awards were also recognized. <br /> <br />OLD BUSINESS <br /> <br />Proposed Revision to the Cabarrus County Firearms Ordinance <br /> <br /> On August 30, 1999, the Board asked Mr. Hartsell to prepare amendments <br />to the County's Firearms Ordinance. These amendments were prepared and <br />forwarded to the Board and Sheriff Robert Canaday for review. During the <br />meeting, Mr. Hartsell distributed a revised draft of amendments that he said <br />incorporated changes suggested by Sheriff Canaday. The revised draft read as <br />follows: <br /> <br />Section 46-2. Discharge of firearms. <br />(a) It shall be unlawful for any person in the County to <br /> discharge any firearm or air compression gun of any kind, <br /> nature, make, or description within a distance of 500 yards <br /> of any structure occupied by any person except as follows: <br /> (1) Where the only structure occupied by any person <br /> located within 500 yards of the discharge is owned or <br /> occupied by the person(s) discharging the firearm or air <br /> compression gun, his/her immediate family, or his/her <br /> <br /> <br />
