331 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session with the Concord City Council at Kramer & Eugene's, 270 Copperfield <br />Boulevard, NE in Concord on Thursday, October 28, 1999, at 6:30 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Coy C. Privette <br />Absent Commissioner: Sue Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br /> Chairman Barnhart was absent for the beginning of the meeting. <br />absence, Vice Chairman Fennel called the meeting to order. <br /> <br />In his <br /> <br /> The following officials from the City of Concord were present for the <br />meeting: Mayor George W. Liles and City Council Mentbers Jim Ramseur; W. Lamar <br />Barrier; Hector H. Henry, II; J. Scott Padgett; David W. Phillips; and Allen <br />T. Small. Also present were Mr. W. Brian Hiatt, City Manager; Mr. Gordon <br />Belo, City Attorney; and Mrs. Vickie C. Weant, City Clerk. <br /> <br /> After dinner, the Commissioners and City Council members discussed <br />items of mutual interest, including the following: <br /> <br />· unified Development Ordinance (U-DO) and related issues concerning <br /> growth management, land use issues, construction in a flood plain <br /> and stormwater management. The revised draft of the UDO should be <br /> presented to the elected boards within the next few weeks for their <br /> review and consideration. <br />· Successful consolidation/merger of AJlimal Control and the Library <br /> systems and the need to pursue the possible consolidation of other <br /> City and County services, specifically in the area of recreation <br /> services. The County Manager and City Manager will provide <br /> information regarding possible areas of consolidation. <br />· Transit, highway improvements and other transportation related <br /> issues. <br />· Update on a possible hotel/conference center project. <br />· water and Sewer Authority of Cabarrus County (WSACC), including its <br /> mission, local government representation on the WSACC Board of <br /> Directors, the current proposal for WSACC to assume operation of the <br /> water system for the Town of Mt. Pleasant, regionalization of <br /> utility services and long range plans for WSACC. <br /> <br /> There was general consensus that joint work sessions are needed to <br />address such issues as the future of WSACC and flood plain management. In <br />addition to these work sessions, it was also suggested that Chairman Barnhart <br />and Mayor Liles appoint members of their respective boards to subcommittees <br />to address specific issues. <br /> <br /> There being no further business to come before the Board, Chairman <br />Barnhart recessed the meeting at 9:45 p.m. until 6:30 p.m. on Friday, <br />November 12, 1999, in the Multipurpose Room at the Governmental Center. <br /> <br />Clerk to the Board <br /> <br /> <br />
