332 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session on Friday, November 12, 1999, at 6:30 p.m. in the Auditorium at the <br />Cabarrus County Public Library (Cannon Memorial Branch), 27 Union Street, <br />North, Concord, North Carolina. The meeting location was changed due to <br />repair work in the Governmental Center Parking Garage, and the notice of <br />change in location was advertised. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Coy C. Privette <br />Absent Commissioner: Carolyn B. Carpenter <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; Mr. John Day, Deputy County <br />Manager for Operations; Ms. Pam Dubois, Assistant Finance Director; Sheriff <br />Robert Canaday; Mr. Jonathan Marshall, Planning Services Director; Mr. Mike <br />Downs, Development Services Director; Mr. Stephen Lipscomb, Public <br />Information Coordinator; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 p.m. <br /> <br />Addition to the Aqenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board agreed to add discussion of the proposed <br />revisions to the Cabarrus County Firearms Ordinance to the Agenda. <br /> <br />Proposed Revisions to the Cabarrus County Firearms Ordinance <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Fennel <br />and unanimously carried, the Board moved to postpone indefinitely the <br />proposed amendments to the Cabarrus County Firearms Ordinance (Ordinance <br />Number 1999-08) as included on the November 15, 1999 Agenda. <br /> <br /> Sheriff Robert Canaday addressed the proposed revisions to the County <br />Firearms Ordinance. He stated in his opinion the proposed ordinance is much <br />too strict and would not adequately address the safety issues associated with <br />this ordinance. Sheriff Canaday then offered a substitute ordinance for the <br />Board's consideration, stating in his opinion it is an enforceable and <br />reasonable effort to protect the lives and safety of the citizens while at <br />the same time allowing ample opportunities for hunting, target practicing and <br />sighting in of firearms used for hunting purposes. <br /> <br /> There was general consensus to cancel the public hearing scheduled on <br />November 15th. Further, Board members agreed that the Sheriff would present <br />the proposed substitute ordinance during the meeting on the 15tn. However, no <br />vote on a firearms ordinance will be taken at that meeting. <br /> <br />Animal Control Issues <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Privette and <br />unanimously carried, the Board moved to postpone indefinitely consideration <br />of any amendments to the County's Animal Control Ordinance, including any <br />provisions relating to pet licensing. <br /> <br />Pay Plan Study Review <br /> <br /> Mr. Hal Scott of The Scott Group HRMC reviewed the Summary Report of <br />the Cabarrus County Compensation/Classification Review, including the salary <br />survey, salary grade recommendations, position narratives and other <br />considerations. He explained the report findings and the methodology used <br />in making the recommendations for salary changes for County employees. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board accepted the salary survey report <br />submitted by Mr. Hal Scott as information. <br /> <br /> There was general agreement to place the issue on the December 20tn <br />agenda for consideration. If approved by the Board at that time, the changes <br />will be implemented in January 2000. <br /> <br />Water and Sewer Authority of Cabarrus County - Overview <br /> <br /> Mr. Clifton recommended that the Board consider the transfer of <br />ownership in Lake Concord and the partial ownership in the Mt. Pleasant <br /> <br /> <br />
