338 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center on Monday, November 15, 1999, at 6:30 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 p.m. <br /> <br /> The Board observed a moment of silence in memory of Mr. Lester Hollis, <br />an employee of General Services' Facility Service Division, who suffered a <br />fatal heart attack on November 2, 1999. Commissioner Privette offered a <br />prayer expressing gratitude to Mr. Hollis for his service to the citizens of <br />Cabarrus County. <br /> <br /> Girl Scout Junior Troop 979 of the Cornerstone Presbyterian Church <br />conducted the Flag Ceremony. Scouts Kari Harris, Brandy Trull and Audrey <br />Remkus participated in the ceremony. <br /> <br /> Reverend Randy Wall of the Roberta United Methodist Church gave the <br />invocation. <br /> <br />ApDroval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the minutes of October 18 and <br />October 28, 1999 as written. <br /> <br />Approval of the Aqenda <br /> <br /> Chairman Barnhart read the following statement regarding Old Business, <br />Item 1, Revised County Firearms Ordinance: <br /> <br />We were asked to better define the current ordinance on Firearms. <br />Staff and the County Attorney reviewed it and brought it back to <br />this Board. We were not willing to accept the changes as <br />proposed, so after talking with my colleagues on Friday evening <br />at our annual retreat, we tabled indefinitely the proposed <br />changes to the Firearms Ordinance. We have also canceled the <br />public hearing as a result of that. The Sheriff will be here <br />tonight. He is also going to be presenting some other <br />information to us tonight. This Board will not be taking action <br />tonight or in the near future on anything that is presented and <br />should the Board decide to consider any changes in the future, it <br />will only be after there has been sufficient time for dialogue <br />with the community and to get a clear understanding of any <br />implications that could result from any changes to this <br />ordinance. That is what we are going to do tonight. To clarify <br />our agenda, we will be taking this off the Agenda. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the Agenda with the following <br />changes: <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />Change Old Business, Item 1 (Revised Cabarrus County Firearms Ordinance <br />- Public Hearing) from a public hearing to a presentation by the <br />Sheriff. <br />Remove Old Business, Item 2 (Report by the County Attorney Relative to <br />the Complaint by Mr. and Mrs. Charles Sorrow concerning the Placement <br />of a Mobile Home in a Flood Plain) from the Agenda. The Board had <br />authorized the County Attorney to pursue a course of action in this <br />matter at its retreat on November 12, 1999. <br />Add the following items to the Consent Agenda: Item 8 (Award Contract <br />to Contaminant Control to Remove Asbestos Material from Old School <br />Facility on Corban Avenue and Adopt Related Budget Amendment) and Item <br />9 (Service Agreement for the Cannon Memorial YMCA to Administer the <br />Cabarrus County Senior Games). <br /> <br /> <br />
