349 <br /> <br /> Mr. R~ndy Humphrey, President of Randy Humphrey & Associates, Inc., <br />responded tQ questions by the Board. He suggested a compropise with a <br />proposal to! donate the 23-acre tract to the County in lieu of the <br />contribution! for school adequacy needs and with the transfer of the <br />development ~ights for the 23-acre tract. Further, Mr. Humphrey agreed for <br />the $130,000i00+ deposit for the 13 acres to be transferred to the County. <br /> ! <br /> UPON MbTION of Commissioner Fennel, seconded by Commissioner Privette <br />with Commissioners" Fennel, Privette and Casper and Chairman Barnhart voting <br />for and Commissioner Carpenter voting against, the Board approved Petition C- <br />99-08(S), th~ preliminary plat for the Rocky Meadows Development, contingent <br />upon the transfer of development rights for the 23 acres, the donation of 10 <br />acres (part ~f the 23 acre parcel) to the County, the transfer of the deposit <br />to the County in the amount of $130,000.00+ for the remaining 13 acres and <br />approval of ~the Board of Directors of the Water and Sewer Authority of <br />Cabarrus Cou] ry. <br /> <br />Proposed Aq~eement with H.R. Gray & Associates for School Construction <br />Evaluation A~sistance <br /> <br /> Mr. C].ifton reviewed the proposed agreement with H. R. Gray & <br />Associates for services dealing with the school architect selection and <br />school construction review process for the construction of three new schools <br />for Cabarrus~County Schools. The cost estimate totaled $180,525.00; however, <br />Mr. Clifton [said the amount could be reduced by one-third if only one <br />architect islselected! for each of the two school types to be constructed. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the proposed agreement at a cost <br />of $180,525.00 with H. R. Gray & Associates for services involving the school <br />architect selection and school construction evaluation assistance with the <br />Board reserving the right to terminate the agreement at any phase. The <br />separate Phases were as follows: <br /> <br />Architect(s) Selection Assistance <br />Value Engineering Review <br />Constructability Review <br />Construction Schedule Development <br />Construction Estimate Development <br /> <br />$19,960 <br />$66,495 <br />$53,515 <br />$19,865 <br />$14,970 <br /> <br />Revised Solid Waste Fee Schedule <br /> <br /> Mr. John Day, Deputy County Manager for Operations, briefly reviewed <br />the proposed solid waste fee schedule adjustments. He explained the <br />convenience center at the County landfill is currently operating at a loss of <br />about $2,000.00 per quarter, based on direct costs only. The loss is <br />subsidized with reserves from previous years. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board adopted the following Department of Solid <br />Waste Management Fee Schedule effective January 1, 2000. <br /> <br /> Cabarrus County <br />Department of Solid Waste Management Fee Schedule <br />2000 <br /> <br />Construction and Demolition Debris: $20.00 per ton <br />Uncontaminated Yard Debris: $20.00 per ton <br />Mixed Debris: $30.00 per ton <br /> <br />Individual Household Municipal Solid Waste/Yard Waste: <br /> <br />Amount of Waste <br />Small lload (up to 5-32 gal. bags) <br />Medium load (6 to 10 32 gal. bags) <br />Large load (pickup or trailer - 8 ft. or less) <br />Extra large load (pickup or trailer with sideboards, <br />loaded 'in excess of 20" H) <br /> <br />Rate/Load <br />$4.00 <br />$6.00 <br />$10.00 <br />$16.00 <br /> <br />Credit for separating recyclables (Items b,c,d,e and f) $2.00 <br /> <br />Recyclable Materials: No Charge <br /> a.
