351 <br /> <br />the incremental costs incurred in excess of that which would have been <br />incurred in meeting standards for placing the home at that site in the flood <br />plain. <br /> <br /> Mr. Clifton reviewed the timetable of events concerning the Sorrow <br />issue. He confirmed that mistakes were made; however, he stated according to <br />records the Sorrows provided to the County the mobile home was installed <br />after staff notified them of the flood elevation requirements. <br /> <br /> There was lengthy discussion regarding the complaint by Mr. and Mrs. <br />James C. Sorrow, including the sequence of events, their knowledge that the <br />mobile home site was in a flood plain and suggested procedures on how County <br />staff should respond in notifying citizens when mistakes are discovered. Mr. <br />Hartsell will draft a letter to officially notify Mr. and Mrs. Sorrow in <br />writing of the Board's November 12tn decision. <br /> <br /> Mr. James Mann, resident of Old Salisbury Road, Concord, stated in his <br />opinion a landowner needs to be involved in any future discussions regarding <br />revisions to the County's Firearms Ordinance. He further stated changes <br />should not be made to an ordinance because of complaints by neighbors. <br /> <br /> Mr. Dennis Bost, resident of the area between Rimertown and Gold Hill, <br />stated he had obtained 1,050 signatures on a petition began on October 30, <br />1999 urging the Board to vote against the proposed Firearms Ordinance. Mr. <br />Bost said he would hold the Petition for future reference. <br /> <br /> Ms. Debbie Duke, resident of Old Salisbury Road, urged the Board to <br />take action to address the discharge of firearms and the issue of safety for <br />residents in the county. She complained about the shooting near her <br />residence and cited concerns for her safety, the noise and possible lowered <br />property values. Mr. R. V. Blackwelder accompanied Ms. Duke to the podium. <br /> <br /> Ms. Debbie Bost stated in her opinion persons need a place to practice <br />shoot in order to know how to shoot in a safe manner. <br /> <br /> In response to questions by Commissioner Fennel, Development Services <br />Director Mike Downs reported the odor of natural gas was reported in the area <br />near Rocky River Elementary School on Sunday. Firemen were unable to locate <br />the source of the odor and State air quality officials will check the area. <br />Staff will notify the Board when additional information is received. <br /> <br />REPORTS <br /> <br /> The Board received the Time Warner Cable Rate Adjustment Notice. The <br />monthly charges within the Standard Service package will be as follows <br />effective January 1, 2000: Basic Service - $6.37; Cable Service $26.13; and <br />Superstation Service - $1.65.
