340 <br /> <br />(c) <br /> <br /> a. There is a valid hunting season in effect at the time the <br /> firearm is discharged, and <br /> b. The firearm discharged is discharged in compliance with <br /> applicable hunting regulations; and <br /> c. The person discharging the firearm exhibits reasonable regard <br /> for the safety and property of other persons. <br /> (9) Any person having secured a permit from the Sheriff granting <br /> exemption from this ordinance for special occasions. Special <br /> occasions may include but shall not be limited to: <br /> a. Turkey Shoot sponsored by non-profit organizations where no <br /> intoxicated individuals or alcoholic beverages are allowed and <br /> which are operated safely and do not unduly interfere with the <br /> reasonable peace and repose of persons living in close <br /> proximity to the event. <br /> b. Firearms Safety classes sponsored by the National Rifle <br /> Association, Boy Scouts, Girl Scouts, or other organizations <br /> where air compression guns (BB or Pellet) are used. <br /> c. Games of skill at Carnivals, Fairs, or other Expositions where <br /> air compression guns (BB or Pellet) are used in a safe and <br /> controlled manner. <br />Any person violating the provisions of this section shall, upon <br />conviction thereof, be punished in accordance with section 1-7 or other <br />state laws as may be applicable. <br /> <br /> Chairman Barnhart again stated a task force would be appointed to fully <br />study the issue and the ramifications of any proposed changes if the Board <br />decides to pursue changes to the Firearms Ordinance. He and other Board <br />members thanked the public for their telephone calls and input into the issue <br />and stressed the need to look at the issue carefully. Chairman Barnhart <br />again stated the public hearing was canceled; however, he invited persons to <br />stay until the open forum at the end of the meeting and present comments at <br />that time. <br /> <br />Point of Personal Privileqe - Commissioner Privette <br /> <br /> As a point of personal privilege, Commissioner Privette reviewed a <br />report from the Kenan Institute of Private Enterprise at the University of <br />North Carolina at Chapel Hill concerning the impact of tax incentives as a <br />factor in plant location decisions by international firms. He stated the <br />study indicated that incentives play only a marginal role in location <br />decisions with infrastructure and educational facilities being more important <br />factors. A copy of the article will be distributed to Board members. <br /> <br />CONSENT AGENDA <br /> <br /> Commissioner Carpenter requested that the following items be removed <br />from the Consent Agenda: Item 6 (Resolution Authorizing the Donation of <br />Surplus Personal Property Items to Local Governments in Eastern North <br />Carolina) and Item 8 (Award of Contract for Removal of Asbestos from Old <br />School Facility). <br /> <br />Adoption of Resolution for Grant ADplication for Van Fundinq <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Casper <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 1999-26 <br />FY2001 Community Transportation Program (CTP) Grant Application <br /> SECTION 6 <br /> RESOLUTION <br /> <br /> Applicant Seeking Permission to Apply for CTP Funding, <br />Enter Into Agreement With The North Carolina Department Of Transportation <br />And to Provide the Necessary Assurances. <br /> <br />A motion was made by Commissioner Privette and seconded by Commissioner <br />Casper for the adoption of the following resolution, and upon being put to a <br />vote was duly adopted. <br /> <br /> WHEREAS, Article 2B of Chapter 136 of the North Carolina General <br />Statutes and the Governor of North Carolina have designated the North <br />Carolina Department of Transportation (NCDOT) as the agency responsible for <br />administering federal and state public transportation funds; and <br /> WHEREAS, the North Carolina Department of Transportation will apply for <br />a grant from the US Department of Transportation, Federal Transit <br /> <br /> <br />
