352 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, December 20, 1999, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 p.m. <br /> <br /> Commissioner Privette offered a prayer in memory of Grayson Lea who was <br />killed in an automobile accident last week. Grayson was the son of Mr. Craig <br />Lea with H. R. Gray & Associates who has been assisting the County and the <br />Cabarrus County Schools in the school construction process. <br /> <br /> Boy Scout Troop 222 of the Harrisburg United Methodist Church conducted <br />the Flag Ceremony. Scouts Mark Smith, Neil McGee and Jeremy Smith <br />participated in the ceremony. <br /> <br /> Reverend Ken Savage of the Brookdale Baptist Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Fennel <br />and unanimously carried, the Board approved the minutes of November 12, 13 <br />and 15, 1999 as written. <br /> <br />BOARD ORGANIZATION <br /> <br />Election of Chairman <br /> <br /> Chairman Barnhart turned the meeting over to Mr. Clifton. <br /> <br /> Mr. Clifton called for nominations for Chairman of the Board. <br /> Commissioner Privette nominated Commissioner Fennel as Chairman. <br /> <br /> Commissioner Carpenter made a motion to close nominations and elect <br />Commissioner Fennel as Chairman by acclamation. <br /> <br /> Commissioner Fennel was elected Chairman by acclamation. He presided <br />over the remainder of the meeting. <br /> <br />Election of Vice-Chairman <br /> <br /> Chairman Fennel called for nominations for Vice Chairman of the Board. <br /> Chairman Fennel nominated Commissioner Carpenter as Vice Chairman. <br /> <br /> Commissioner Barnhart moved that nominations be closed and Commissioner <br />Carpenter elected Vice Chairman by acclamation. The Board unanimously <br />elected Commissioner Carpenter as Vice Chairman. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Chairman Fennel requested the addition of the following items to the <br />Agenda: (1) Recognitions and Awards - Presentation of Plaques Donated by a <br />Private Party; and (2) Reports - Report on the Joint Education Committee by <br />Commissioners Barnhart and Privette. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the Agenda as amended. <br /> <br /> <br />
