378 <br /> <br />charter, a statement of the estimated population, assessed valuation, degree <br />of development, population density and recommendations as to the form of <br />government and manner of election; and <br /> WHEREAS, the citizens of the Midland community are aware of the process <br />for incorporation and have stated they plan to submit the required petition <br />and other necessary information to the North Carolina General Assembly for <br />consideration during the 2000 Legislative Session. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners supports the rights of the citizens of the Midland community to <br />pursue the incorporation of Midland through the process set forth by North <br />Carolina General Statutes. <br /> Adopted this the 20th day of December, 1999. <br /> <br />ATTEST: <br />/s/ Frankie F. Fennel <br /> <br />Chairman <br />Cabarrus County Board of <br />Commissioners <br /> <br /> The map showing the proposed boundaries is on file in the Office of the <br />County Manager and included by reference as a part of the minutes. <br /> <br />Request for Additional County Funds for Harrisburg School/Park Facilities - <br />Steve Little, Parks and Recreation Director <br /> <br /> Mr. Steve Little, Parks and Recreation Director, reviewed the request for <br />an additional $142,366.00 in County funds to complete civil site plans, <br />surveying, construction staking and storm drainage/fine/rough grading of two <br />athletic ballfields at the Harrisburg School/Park site. He explained the <br />anticipated donated services for this work did not materialize. The new <br />facilities will replace the existing school/park facilities at the Harrisburg <br />School property that will be sold upon completion of the new school. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved additional funding of $142,366.00 <br />for the construction of new athletic facilities at the Harrisburg School/Park <br />site. <br /> <br />Solicitation of "Requests for Qualifications" for Professional Architectural <br />and Planning Services for County-Owned Property on Highway 49 <br /> <br /> Chairman Fennel advised that the Joint Fair Committee is working on a <br />letter of commitment from the Fair Association regarding the Highway 49 <br />property. The letter of commitment should be received prior to the next <br />meeting. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board directed the County Manager and staff to proceed <br />with the solicitation of "Requests for Qualifications" for professional <br />architectural/planning services for the site design/development planning <br />activities for the approximately 70 acres of County-owned land located on <br />Highway 49 in Concord. A list of proposed architects will be brought to the <br />Board for consideration. <br /> <br />Resolution Confirming the Regular Meeting Schedule for Calendar Year 2000 <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board adopted the following resolution <br />with the July 2000 meeting to be held on July 24. <br /> Resolution No. 1999 - 30 <br /> <br />RESOLUTION CONFIRMING THE REGULAR MEETING SCHEDULE <br /> FOR CALENDAR YEAR 2000 <br /> <br /> WHEREAS, the regular meetings of the Cabarrus County Board of <br />Commissioners are currently held on the third Monday of each month at 6:30 <br />P.M. in the Commissioners' Meeting Room at the Governmental Center; and <br /> WHEREAS, the Martin Luther King, Jr. holiday and the National <br />Association of Counties Annual Conference require a change in the regular <br />meeting dates in January and July, 2000, respectively; and <br /> WHEREAS, North Carolina General Statute 153A-26 requires that the Board <br />hold an organizational meeting on the first Monday of December for each even- <br />numbered year. <br /> <br /> <br />
