378 charter, a statement of the estimated population, assessed valuation, degree of development, population density and recommendations as to the form of government and manner of election; and WHEREAS, the citizens of the Midland community are aware of the process for incorporation and have stated they plan to submit the required petition and other necessary information to the North Carolina General Assembly for consideration during the 2000 Legislative Session. NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners supports the rights of the citizens of the Midland community to pursue the incorporation of Midland through the process set forth by North Carolina General Statutes. Request for Additional County Funds for Harrisburg School/Park Facilities - Steve Little, Parks and Recreation Director Mr. Steve Little, Parks and Recreation Director, reviewed the request for an additional $142,366.00 in County funds to complete civil site plans, surveying, construction staking and storm drainage/fine/rough grading of two athletic ballfields at the Harrisburg School/Park site. He explained the anticipated donated services for this work did not materialize. The new facilities will replace the existing school/park facilities at the Harrisburg School property that will be sold upon completion of the new school. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved additional funding of $142,366.00 for the construction of new athletic facilities at the Harrisburg School/Park site. Solicitation of "Requests for Qualifications" for Professional Architectural and Planning Services for County-Owned Property on Highway 49 Chairman Fennel advised that the Joint Fair Committee is working on a letter of commitment from the Fair Association regarding the Highway 49 property. The letter of commitment should be received prior to the next meeting. UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and unanimously carried, the Board directed the County Manager and staff to proceed with the solicitation of "Requests for Qualifications" for professional architectural/planning services for the site design/development planning activities for the approximately 70 acres of County-owned land located on Highway 49 in Concord. A list of proposed architects will be brought to the Board for consideration. Resolution Confirming the Regular Meeting Schedule for Calendar Year 2000 UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following resolution with the July 2000 meeting to be held on July 24. Resolution No. 1999 - 30 RESOLUTION CONFIRMING THE REGULAR MEETING SCHEDULE FOR CALENDAR YEAR 2000 WHEREAS, the regular meetings of the Cabarrus County Board of Commissioners are currently held on the third Monday of each month at 6:30 P.M. in the Commissioners' Meeting Room at the Governmental Center; and WHEREAS, the Martin Luther King, Jr. holiday and the National Association of Counties Annual Conference require a change in the regular meeting dates in January and July, 2000, respectively; and WHEREAS, North Carolina General Statute 153A-26 requires that the Board hold an organizational meeting on the first Monday of December for each even- numbered year.
