381 <br /> <br />development incentive agreements for (1) Interstate Contbined Ventures and <br />Zamias Services, Inc. and (2) Fourth Quarter Properties IV, Inc. <br /> <br />OTHER REPORTS <br /> <br />Other reports included in the Agenda were: (1) Local Sales and Use Tax <br />(Quarter Ending September); (2) D~nnouncement of Commissioner Casper's <br />Election as Chair of the Centralina Council of Governments Board for the Year <br />2000; (3) Notice of BFI, Inc. rate adjustment as provided for in the Solid <br />Waste Franchise; and (4) Annual Report for Fiscal Year 1998-99 for Cabarrus <br />County Parks, Recreation and Property Maintenance Department. <br /> <br />Holiday Tree Contest <br /> <br /> Commissioner Carpenter read the announcement of the following 1999 <br />Holiday Tree Contest winners: <br /> <br />Elementary School: First Place - Fred L. Wilson Elementary; Second <br />Place - Mt. Pleasant Elementary; Third Place - A. T. Allen Elementary <br />Middle School: First Place - J. N. Fries Middle <br />Hiqh School: First Place - A. L. Brown High; Second Place - First <br />Assembly Christian School; and Third Place - Mt. Pleasant High <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Fennel opened the meeting for Informal Public Comments. <br /> <br /> Mr. M. C. Love, resident of 673 Jackson Terrace, Concord, requested the <br />County's assistance in cleaning debris from an area of Coddle Creek adjacent <br />to his property. He stated trees have fallen into the creek, thus blocking <br />the stream and causing bank erosion. <br /> <br /> There was brief discussion regarding Mr. Love's request and the <br />existence of similar problems in other streams throughout the county. <br />Commissioner Privette suggested the possibility that an engineering unit of <br />the National Guard could perform the stream-cleaning work during weekend <br />drills. <br /> <br /> Chairman Fennel asked that staff prepare a response to Mr. Love's <br />request for the January 18tn agenda. ~ <br /> <br /> Ms. Sally Holmes presented comments regarding the County's legal system <br />and an incident that occurred two years ago. <br /> <br /> Mr. Clifton introduced Mr. Don Cummings, the County's new Human <br />Resources Director. <br /> <br />CLOSED SESSION <br /> <br />TO Consider Acquisition of Property for a School Site as Authorized by N. C. <br />General Statute 143-318.11(a) (5) <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board moved to go into closed session to <br />consider the acquisition of property for a school site as authorized by North <br />Carolina General Statute 143-318.11(a) (5). <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter <br />and unanimously carried, the Board moved to end the closed session. <br /> <br />No action was reported from the closed session. <br /> <br />ADJOURNMENT <br /> <br /> There being no further business to come before the Board, Chairman Fennel <br />adjourned the meeting at 10:35 p.m. <br /> <br />Clerk to the Board <br /> <br /> <br />
