540 <br /> <br /> The Board of Commissioners for the County of Cabarrus met on Friday, March <br />13, 1998, and Saturday, March 14, 1998, at the Graylyn Conference Center at Wake <br />Forest University in Winston-Salem for a retreat and work session. The retreat <br />began at 12:00 P.M. on March 13, continued throughout the day and evening and <br />reconvened at 8:00 A.M. on March 14, 1998. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br /> <br /> The following staff members were present for the retreat: Mr. Frank W. <br />Clifton, Jr., County Manager; Mr. Blair Bennett, Deputy County Manager for <br />Administration; Mr. John Day, Deputy County Manager for Operations; Mr. Don <br />Moorhead, Human Resources Director; Mr. Mike Downs, Development Services <br />Director; Mr. Jonathan Marshall, Planning Services Director; and Mrs. Frankie F. <br />Bonds, Clerk to the Board. Also present at various times during the retreat were <br />Ms. JoAnn Reed, Home Health Director (Friday); Mr. Allan Boger, Reporter for THE <br />INDEPENDENT TRIBUNE (Friday); Mr. Fletcher Hartsell, Jr., County Attorney (Friday <br />night and Saturday); and County Commission Candidates Tommie Tomlin (late Friday <br />afternoon and Saturday) and Howard Hurlocker (Saturday). <br /> <br /> Chairman Casper called the meeting to order at 12:00 P.M. Commissioners <br />Carpenter and Mills were not present for the Friday afternoon work session. <br /> <br />Emergency Management Update <br /> <br /> Mr. Mike Downs, Development Services Director, presented an update on <br />Emergency Management activities since the department became a division of <br />Development Services in November 1997. He reviewed plans to relocate the <br />Emergency Operations Center from the Cooperative Extension Building to the Law <br />Enforcement Building. <br /> <br />Building Inspections Customer Survey: Results <br /> <br /> Mr. Downs discussed the recent Development Services office renovations and <br />reviewed the results of a Building Inspections Customer Satisfaction Survey <br />conducted in October 1997. Approximately 38 percent of the surveys (100 of 260) <br />were returned with positive comments and/or suggestions on how the staff can <br />serve the public more efficiently. A number of suggestions have been addressed <br />and others are being explored for possible implementation. <br /> <br /> There was discussion concerning the quality of work by contractors and the <br />State regulations governing the removal of asbestos. The Board discussed the <br />possibility of adopting a local ordinance providing for stricter controls or <br />requiring documentation that proper removal of asbestos has occurred prior to the <br />issuance of building permits. No action is planned at this time; however, the <br />Board will consider appropriate action at such time that staff determines the <br />need for a local ordinance. <br /> <br />Personnel Issues: Smoke-Free Building Polic~ Random Dru~ Testing Policy; and <br />Employee Health Insurance Update <br /> <br /> Mr. Don Moorhead, Human Resources Director, reviewed the Smoking Control <br />Rules adopted by the Board of Health in 1993. All enclosed areas of County <br />buildings are scheduled to be smoke free by October 1, 1998. <br /> <br /> Mr. Moorhead discussed a draft Drug Policy which would provide for random <br />drug testing of specific classifications of County employees. <br /> <br /> Mr. Moorhead reviewed the rate history for employee health insurance <br />coverage and the anticipated 15 to 25 percent increase in health insurance costs. <br />Members of the Cabarrus Health Coalition (Cabarrus County, City of Concord and <br />City of Kannapolis) are looking at a number of options and negotiating with <br />several insurance companies. Also, Mr. Moorhead briefly discussed issues <br />related to health care costs associated with NorthEast Medical Center. <br /> <br />Home Health Update <br /> <br /> Ms. JoAnn Reed, Home Health Director, reviewed recent legislation impacting <br />Home Health Care, specifically the elimination of venipuncture as a qualifying <br /> <br /> <br />
