543 <br /> <br /> Mr. Marshall discussed the preparation of the Unified Development <br />Ordinance as well as the adequate public facilities review process and the <br />subdivision approval process. Efforts will continue to define non-residential <br />areas and to identify appropriate industrial/commercial areas in the county. <br /> <br />Flood Plain Management <br /> <br /> Mr. Clifton discussed the problems associated with building in a flood <br />plain and suggested various methods that could be used to minimize the impact of <br />building within a flood plain. Staff will develop proposals for the Board's <br />consideration. <br /> <br /> Mr. Downs reviewed current efforts regarding the monitoring of development <br />within the flood prone areas according to the Flood Damage Prevention Ordinance. <br />To eliminate the problem, he stated the Board may want to restrict all <br />development within the lO0-year flood and floodway zones or require stricter <br />standards. Recommendations are to be developed and presented to the Board. <br /> <br />Sedimentation and Erosion Control <br /> <br /> Mr. Downs updated the Board on the Sedimentation and Erosion Control <br />Program which began January 1, 1998. Mr. Downs suggested that the Board begin <br />to look at the prospect of a Stormwater Detention/Retention Program. The Federal <br />Government will require local governments to control stormwater pollution <br />effective May 2002. <br /> <br />Miscellaneous Issues <br /> <br /> Mr. Clifton updated the Board on a number of issues, including the possible <br />sale of property at Lake Concord, sale of the remaining County property at <br />Highway 601 Bypass and Cabarrus Avenue, potential sites for the relocation of the <br />fairgrounds and completion of the Human Services Building. <br /> <br /> Mr. Clifton discussed long-term parking issues for employees and the public <br />at the Governmental Center and Courthouse. He will develop recommendations for <br />a uniform parking policy, including parking fees and allocation of parking <br />spaces. <br /> <br /> Mr. Hartsell reported he will be attending a legislative committee meeting <br />during the next week regarding the 1997 legislation relating to voter initiatives <br />and referendums in Cabarrus County. He asked the Board's position on this <br />legislation. Board members expressed varying opinions, including support of the <br />referendum legislation (Chairman Casper and Commissioner Mills), opposition to <br />voter referendums (Commissioner Niblock), and support of voter referendums with <br />restrictions on issues that can be put on the ballot (Commissioners Carpenter and <br />Barnhart). <br /> <br />Adjournment <br /> <br /> There being no further issues to come before the Board, the retreat was <br />adjourned at 1:10 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
