544 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, March 16, 1998, at 6:30 P.M. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. John Day, Deputy County Manager for Operations; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to <br />the Board. Mr. Frank W. Clifton, Jr., County Manager, was absent due to a death <br />in the family. <br /> <br />Chairman Casper called the meeting to order at 6:35 P.M. <br /> <br /> Scouts Joshua Lee Jones, Jay Dysart and Matt Edenburn of Pack 48 of the Mt. <br />Hermon Lutheran Church conducted the Flag Ceremony. <br /> <br /> The invocation was given by Reverend Elaine Sipe of the New Gilead Reformed <br />United Church of Christ. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Casper and <br />unanimously carried, the minutes of January 27, 1998 and February 16, 1998 were <br />approved as written. <br /> <br />Approval of the Agenda <br /> <br />The following changes to the Agenda were requested. <br />(1) Add fireworks display permit to Consent Agenda as Item E-16; <br />(2) Remove New Business Item F-4 (Public Hearing for Subdivision Text <br /> Amendment); <br />(3) Remove Item J-1 (Closed Session to Consult with County Attorney <br /> Regarding Pending Litigation Concerning Philip Morris); <br />(4) Add as Item J-3 a closed session to consult with the County Attorney <br /> regarding pending litigatiOn concerning Griggs versus Cabarrus <br /> County; <br />(5) Move Consent Item E-4 (Award of Bid for Panel Systems Workstations <br /> for Human Services Center) to New Business as Item F-9; <br />(6) Remove Appointments Item 2 (Appointment of the Township 10/11 <br /> Representative to the Planning and Zoning Commission) until a later <br /> date. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />and unanimously carried, the Board approved the Agenda with the changes listed <br />above. <br /> <br />RECOGNITIONS <br /> <br />Recognition of Ashlynn Sides on Her Retirement from the Department of Social <br /> <br />Services <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Ms. Ashlynn M. Sides on <br />her retirement from the Department of Social Services. Ms. Sides began work at <br />the department on June 7, 1976 and retired on February 27, 1998. <br /> <br /> On behalf of the Board, Vice-Chairman Carpenter presented a plaque to Ms. <br />Sides in appreciation for her dedicated service to the citizens of Cabarrus <br />County. <br /> <br />Recognition of County Employees for their Participation in the 1997 United Way <br />Campaign - Mr. Don Moorhead <br /> <br /> Mr. Don Moorhead, Human Resources Director, reported that County employees <br />increased their contribution to the 1997 Cabarrus County United Way Campaign to <br />$15,547.00, a nine percent (9%) increase over 1996. The employee campaign was <br />under the leadership of Ms. Beverly Bollenbecker of the Cooperative Extension <br />Service. <br /> <br /> <br />
