The Board invited Dr. Clyde Chesney, Piedmont <br />Regional Director of the North Carolina Cooperative Extension Service, to join <br />the Board in the closed session. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board voted to end the closed session. <br /> <br />Appointment of Cooperative Extension Director as Recommended by the North <br />Carolina Cooperative Extension Service, North Carolina State University, College <br />of Agriculture & Life Sciences <br /> <br /> Dr. Clyde Chesney, Piedmont Regional Director of the North Carolina <br />Cooperative Extension Service, reviewed the recruitment, screening and interview <br />process for the selection of a candidate to fill the County Extension Director <br />position in Cabarrus County. He stated it was the unanimous consensus of the <br />screening committee (Dr. Chesney, two other Cooperative Extension officials and <br />the County Manager) to recommend the appointment of Ms. Melissa Hight, Extension <br />Agent from Craven County, as the Cabarrus County Extension Director. Further, Dr. <br />Chesney advised that Mr. John Walker, Chairman of the local Extension Advisory <br />Council, had also participated in the selection process. <br /> <br /> There was lengthy discussion by the Board regarding the selection process <br />as well as the many telephone calls and letters from local residents in support <br />of Mr. David Goff, 4-H Extension Agent, for appointment to the County Extension <br />Director position. Commissioner Barnhart commented on the fairness of the <br />selection process and the inappropriateness of having a public referendum on the <br />hiring of a State employee. However, Commissioner Mills complained the State's <br />process was flawed and objected to the hiring of an individual from outside <br />Cabarrus County to fill the position. Commissioner Niblock expressed support for <br />the appointment of Mr. Goff to the Extension Director position. <br /> <br /> The motion by Commissioner Barnhart and seconded by Chairman Casper to <br />accept the State's recommendation as presented by Dr. Chesney for the appointment <br />of Ms. Melissa Hight as County Extension Director failed with Commissioner <br />Barnhart and Chairman Casper voting for and Commissioners Carpenter, Mills and <br />Niblock voting against. <br /> <br /> Dr. Chesney stated a new pool of qualified applicants would be required for <br />the position. The Extension Service will readvertise the position, follow the <br />State's screening process and bring another recommendation to the Board for <br />consideration. <br /> <br />Presentation of the Home and Community Care Block Grant Funding Plan for FY '99 <br />- Mr. Mike Murphy <br /> <br /> Mr. Mike Murphy, Director of Aging, presented the proposed Cabarrus County <br />Home and Community Development Block Grant Funding Plan for the next fiscal year. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the proposed Home and Community Care <br />Block Grant for Older Adults County Funding Plan for FY 1999 as presented by Mr. <br />Murphy. Crawford of 7475 Edgefield <br />Road, Concord, asking that the Board schedule a public hearing and pass a <br />resolution requesting that Edgefield Road not be paved. Petitions both for and <br />against paving the road were received from property owners and residents of the <br />road. The paving of Edgefield Road was included in the 1998-99 Secondary <br />Construction Program approved by the Board on April 20. <br /> <br /> <br />
