49 <br /> <br />(4) Be required to show current state medical responder certification <br />(c) An individual who possesses a current and valid certification as state <br />emergency medical technician may be certified as an individual first <br />responder in the county without having to complete a state medical responder <br />course. State certification must remain current and all other requirements of <br />these guidelines must be fulfilled. <br />(d) First responder personnel will not be exempt from any rules, regulations, <br />or duties of their sponsoring organization. <br /> <br />Sec. 26-56. Standards for Communications. <br />First responders will be controlled under all current FCC and county fire <br />department radio procedures. <br /> <br />Sec. 26-57. Standards for Dispatch. <br />(a) County first responder-agencies will respond on a 24-hour basis. <br />(b) County communications will dispatch first responders to respond to <br />accidental or medical emergencies. <br />(c) The first responder agency or individual will not respond to any calls <br />for assistance unless they notify the county communications center. <br />(d) Any calls received personally by a first responder agency or individual <br />must be reported first to the county communications center before first <br />responders respond to the call. <br />(e) The first responder or agency will only be dispatched to emergency <br />situations in their designated first responder area, unless an emergency <br />situation arises where their assistance will be needed. <br />(f) No first responder or agency will be allowed to cancel a dispatched <br />ambulance unless a patient release has been obtained by the first responder <br />or unless the call is unfounded. If an ambulance is cancelled, the person <br />canceling must identify himself/herself. <br />(g) A first responder or agency will be allowed to cancel a rescue unit that <br />has been dispatched to an entrapment or pin-in, if the situation no longer <br />exists. If rescue is cancelled, the person canceling must identify <br />himself/herself. <br />(h) No more than four first responders per patient shall be at the emergency <br />scene unless the conditions warrant additional first responders. If more than <br />the required number first responders appear at the scene, they shall: <br /> (1) Be held in reserve in case their services are required. <br /> (2) Provide traffic control. <br /> i) If at any time a county emergency medical service vehicle arrives on the <br /> scene before the first responder, they may, at their discretion, cancel the <br /> first responder en route or slow their response. <br /> <br />Sec. 26-58. Standards for patient care by first responder agency and the <br />first responder member. <br />(a) At the scene of an emergency, the first responder agency shall administer <br />basic life support and first-aid, including the taking of vital signs, to the <br />sick or injured in a way that is consistent with the level of state medical <br />responder training set forth. <br />(b) At the scene of the emergency and prior to the ambulance provider's <br />arrival, the senior first responder shall be in control of the emergency <br />victim's care provided by that agency and its members. <br />(c) Upon arriving at the scene of the emergency, the crew on the ambulance <br />shall assume control of the victim's care. <br />(d) The ambulance crew shall, at their discretion, release the first <br />responders when they feel their service is no longer needed at the emergency <br />scene or may request one or more first responders to assist in the <br />transportation of the patients to the hospital. <br />(e) The first responders shall act in a professional and courteous manner at <br />all times when administering care to patients. <br />(f) The first responders and the first responder agency shall be liable for <br />their actions pertaining to the care of the patient prior to the arrival of <br />the ambulance provider. <br /> <br />Sec. 26-59. Standards for Recordkeeping. <br />Each first responder agency shall maintain the following records: <br />(1) Record of patient treatment. For each patient rendered assistance by first <br />responder agency, the following information will be recorded on a patient <br />treatment form: <br /> ao Name, age, and address of the patient. <br /> b. Date and time treatment rendered. <br /> c. Location of treatment rendered. <br /> d. Patient complaints and condition at the time of treatment rendered. <br /> e. Patient vital signs and time recorded. <br /> f. Treatment rendered the patient by the first responder. <br /> g. Printed names of the first responders who provided patient care. <br /> <br /> <br />
