<br />which were received on October 7, 1998 for the construction projects at the
<br />County Courthouse and Sheriff's Department. The bids were as follows:

<br />Consideration of an Aqreement between Cabarrus County and the City of
<br />Kannapolis for the Development of a Kannapolis Recreational Site
<br />
<br /> Mr. Clifton and Mr. David Hales, Kannapolis City Manager, briefly
<br />reviewed the proposed Agreement for the City to lease to the County
<br />approximately 45+ acres off Orphanage Road and to provide $390,000.00 to
<br />initiate the development of a recreational facility at the site. The City
<br />had promised this funding for the development of a public park at Lake
<br />Concord at the time the County utility system was merged with the Kannapolis
<br />and Concord systems in 1995. However, the Lake Concord site proved to be less
<br />desirable for that purpose and the County has now contracted to sell that
<br />land.

<br />Commissioner Mills left the meeting for a short period of time.
