(or as soon thereafter as persons may be heard) to <br />consider an industrial development incentive grant agreement for Fieldcrest <br />Cannon, Inc. <br /> <br />Request to Set a Public Hearinq to Consider the Naminq of Unnamed Road to <br />Critter Court <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Casper and <br />unanimously carried, the Board set a public hearing on November 16, 1998, at <br />6:30 P.M. (or as soon thereafter as persons may be heard) to consider the <br />naming of an Unnamed Road to Critter Court. <br /> <br />Request to Set a Public Hearinq to Consider an Incentive Grant Aqreement for <br />Marriott <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Carpenter <br />and unanimously carried, the Board set a public hearing on November 16, 1998 <br />at 6:30 P.M. (or as soon thereafter as persons may be heard) to consider an <br />incentive grant agreement for the Marriott project. <br /> <br />Request to Set a Public Hearinq to Consider the AdoDtion of the ProDosed <br />Cabarrus County Alarm Ordinance <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock and <br />unanimously carried, the Board set a public hearing on November 16, 1998 at <br />6:30 P.M. (or as soon thereafter as persons may be heard) to consider a <br />proposed Cabarrus County Alarm Ordinance. <br /> <br />Request to Address Interim Compensation Adjustments, Contracted Support <br />Service and Staff£nq Orqanizational Analysis for the County's Information <br />Services Department and AdoDtion of Related Budqet Amendment <br /> <br /> Mr. John Day, Deputy County Man&ger for Operations, reviewed <br />recommendations relative to Information Technology Services Department <br />staffing issues. He had advised the Board of staffing problems at the <br />September 21~t meeting. The recommendations included outsourcing of mainframe <br />operation and maintenance, outsourcing of local/wide are network <br />administration, the hiring of a consulting firm to review the organizational <br />structure and related staffing issues concerning the department, and a <br />recommended 10 percent across the board salary increase for employees in <br />Information Technology IT) positions. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Casper with <br />Commissioners Barnhart, Mills and Niblock and Chairman Casper voting for and <br />Commissioner Carpenter voting against, the Board approved out-sourcing of <br />mainframe operation and maintenance at a maximum cost of $15,000.00 per month <br />for nine to ten months and approved out-sourcing of local/wide area network <br />administration at a maximum cost of $21,000.00 per month for three to four <br />months. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock with <br />Chairman Casper and Commissioners Niblock and Barnhart voting for and <br />Commissioners Carpenter and Mills voting against, the Board approved the <br />hiring of a consulting firm to review and make recommendations on the <br />following issues concerning the Information Services Department at a maximum <br />cost of $25,000.00: Organizational structure/strategies; staffing levels <br />(including out-sourcing); pay structures and employee retention. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Niblock with <br />Chairman Casper and Commissioners Niblock and Barnhart voting for and <br />Commissioners Carpenter and Mills voting against, the Board approved a 10 <br />percent across the board salary increase for employees in IT positions and <br />adopted the following budget amendment. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF INFORMATION TECHNOLOGY SERVICES <br />AMOUNT: $250,900.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br /> <br /> <br />
