99 <br /> <br />Mr. Clifton turned the meeting over to Chairman Barnhart. <br /> <br />Chairman Barnhart called for nominations for Vice-Chairman. <br /> <br />Commissioner Privette nominated Commissioner Fennel as Vice-Chairman. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Privette and <br />unanimously carried, nominations were closed and Commissioner Fennel was <br />elected Vice-Chairman by acclamation. <br /> <br />ITEMS OF THE AGENDA <br /> <br />Approval of the Aqenda <br /> <br /> Chairman Barnhart asked for the addition of the following items to the <br />agenda: (1) Discussion of the incentive programs; and (2 Discussion of a <br />planning retreat and date. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board approved the agenda with the above additions. <br /> <br />NEW BUSINESS <br /> <br />Ceremonial Presentation - Commissioner Fennel <br /> <br /> Commissioner Fennel delivered the following Opening Prayer for the <br />Board and the session for the coming year. <br /> <br /> Heavenly Father, We come asking Your forgiveness and seek <br />Your direction and guidance. We have lost our spiritual <br />equilibrium and inverted our values. We confess that we have <br />ridiculed the absolute truth of Your word and called it <br />pluralism; worshipped other gods and called it multi-culturalism; <br />endorsed perversion and called it an alternative lifestyle; <br />exploited the poor and called it the lottery; neglected the needy <br />and called it self-preservation; rewarded laziness and called it <br />welfare; killed our unborn and called it choice; shot <br />abortionists and called it justifiable; neglected to discipline <br />our children and called it building self-esteem; abused power and <br />called it political savvy; coveted our neighbor's possessions and <br />called it ambition; polluted the air with profanity and <br />pornography and called it freedom of expression; ridiculed the <br />time-honored values of our forefathers and called it <br />enlightenment. Guide and bless these men and women sent here by <br />the people of this great county of Cabarrus. Grant them wisdom <br />to rule and may their decisions direct us to Your will. <br /> <br />NOTE: Taken from the prayer delivered in 1996 by Pastor Joe <br />Wright at the opening session of the Kansas Senate. <br /> <br />Approval of Bond for Sheriff as Required by North Carolina General Statute <br />162-9 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the Public Official Bond in the <br />amount of $25,000.00 for Sheriff Robert Canaday pursuant to North Carolina <br />General Statute 162-9. <br /> <br />Appointment of Commissioner Member to the Board of Social Services <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board appointed Commissioner Privette to the Social <br />Services Board to fill the position previously held by Dr. Franklin C. <br />Niblock, Jr. Commissioner Privette's unexpired term will end June 30, 2001. <br /> <br />Adoption of Reqular Meetinq Schedule for 1999 <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 1998 - 41 <br /> <br />RESOLUTION CONFIRMING THE REGULAR MEETING SCHEDULE <br /> FOR CALENDD~q YE~LR 1999 <br /> <br /> <br />
