These changes increased
minimum amounts for the award of informal bids, sale of surplus personal
property and limits of private negotiation and sale. Also, Mr. Bennett
asked the Board to consider authorization for staff to automatically amend
the County's policy in the event of any future changes by the General
Assembly.

The Board agreed by consensus that any future Policy revisions
necessitated by legislative changes would be brought to the Board for review
and approval.

UPON MOTION of Commissioner Casper, seconded by Commissioner Privette
and unanimously carried, the Board adopted the revised Cabarrus County
Purchasing and Fixed Asset Policy. The Policy as adopted by the Board is on
file in the Office of the County Manager and hereby included by reference as
a part of the minutes.

Budqet Amendment - Solid Waste Manaqement Department (Purchase of Radios and
Computer System and Improvements to White Goods Staqinq Area at Landfill)

Mr. John Day, Deputy County Manager for Operations, reviewed the
request to use White Goods Trust Fund revenues for the following Solid Waste
Management Department improvements: purchase radios, improve the white goods
staging area at the landfill and purchase a Year 2000 compliant computer
system.

UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter
and unanimously carried, the Board adopted the following budget amendment for
the Solid Waste Management Department improvements.

BUDGET REVISION/AMENDMENT REQUEST

DEPARTMENT OF SOLID WASTE MANAGEMENT
AMOUNT: $48,000
TYPE OF ADJUSTMENT: Supplemental Request
PURPOSE OF REQUEST: Appropriate funds for radios, white goods staging area
improvements and computer equipment and software that is Y2K compliant.

Present Approved
Account No. Budqet
27064610-6901 56,160.00
Fund Balance Appropriated
27094610-9448 0.00
White Goods Expense

Increase Decrease

48,000.00

Revised
Budget
104,160.00

48,000.00 48,000.00

Approval of Purchase Contract for Library Computer Software and Equipment
(Dynix Ameritech Library Services - $151,645)

Mr. Day and Mr. Tom Dillard, Library Services Director, reviewed the
proposal to upgrade the Dynix Ameritech Library Services software and
associated hardware for the cabarrus County Public Library. Notice of intent
of awarding the contract to Ameritech Library Services by ~piggybacking" a
bid awarded previously by Durham County, North Carolina was published in THE
INDEPENDENT TRIBUNE on December 11, 1998.

UPON MOTION of Commissioner Carpenter, seconded by Commissioner Casper
and unanimously carried, the Board approved the purchase contract for
software and hardware for the Cabarrus County Public Library in the amount of
$151,645.00 to Dynix Ameritech Library Services. This award was made
pursuant to N.C.G.S. 143-129 and "piggybacked" a similar purchase contract
awarded by Durham County earlier this year.

Education Goal: ADM Allocation - Commissioner Privette

Commissioner Privette proposed that the Board set a goal to raise the
County's School Current Expense allocation based upon the Average Daily
Membership (ADM) to the State average of $973.00 per student. According to
Commissioner Privette, Cabarrus County is the third most economic progressive
county in the State but ranks 56th in the ADM allocation.

Commissioner Fennel made a motion to set a goal for the budget for FY
1999-2000 to meet the State average of $973.00 ADM allocation per student.
