103 <br /> <br />Detective Ron Beaver of the Cabarrus County Sheriff's Department, <br />a print was made from the negative, enlarged to 20 by 24 inches, <br />and expertly colored in oils. The original portrait is a 17 by <br />21 inch oval, and is painted in watercolors on cheesecloth. It <br />dates to about 1780. <br /> <br /> Further, Judge Horton stated he was presenting the portrait of Stephen <br />Cabarrus to Cabarrus County on behalf of the Cabarrus County Bicentennial <br />Commission that he co-chaired with Helen Arthur-Cornette. He recognized <br />members of the Commission who were present for the meeting. The Honorable <br />William G. Hamby, Jr., Chief District Court Judge, assisted Judge Horton with <br />the unveiling of the portrait. In conclusion, Judge Horton asked the Board <br />to accept the portrait on behalf of the citizens of Cabarrus County and <br />display it in some suitable location. Stating the presentation of the <br />portrait completed the work of the Bicentennial Commission, Judge Horton <br />asked that the Commission be discharged from its duties. <br /> <br /> On behalf of the citizens of Cabarrus County, Chairman Barnhart <br />accepted the portrait of Stephen Cabarrus as presented by Judge Horton. <br /> <br />CONSENT AGENDA <br /> <br /> At the request of Commissioner Fennel, the Board removed Item 12 <br />(Expanded Employee Drug Testing Policy) from the Consent Agenda for <br />discussion and possible revision. <br /> <br />Proclamation Designating 1999 as the Year of Older Persons in Cabarrus County <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br /> THE YEAR OF OLDER PERSONS <br /> 1999 <br />By the Board of Commissioners - Cabarrus County, <br />North Carolina <br /> A PROCLAMATION <br /> <br /> WHEREAS, Cabarrus County is joining the State of North Carolina and the <br />Nation to recognize and honor older citizens for their continued <br />contributions to the County, the State and Nation and call attention to the <br />issues that affect them most; and <br /> WHEREAS, the United Nations has designated the year 1999 as the <br />"International Year of Older Persons," with the theme "Towards a Society of <br />Ail Ages"; and <br /> WHEREAS, aging is a life-long process and preparation for old age <br />begins in childhood and continues throughout the life cycle; and <br /> WHEREAS, older individuals are entitled to aspire to and attain the <br />highest possible level of health and individual independence, recognizing <br />that with increased age some individuals will need comprehensive community <br />and family care; and <br /> WHEREAS, we are optimistic that the coming decade will see an increase <br />in partnerships, practical initiatives and resources devoted to aging, and <br /> WHEREAS, the aging population represents an unparalleled, but urgent, <br />policy and program challenge to both public and private organizations to <br />ensure that the needs of our older citizens and their human resource <br />potential are adequately addressed while preserving independence and dignity; <br />and <br /> WHEREAS, the Cabarrus County Department of Aging has planned a <br />year-long series of programs and events to promote aging related issues in an <br />effort to celebrate "The Year of Older Persons"; <br /> NOW, THEREFORE, THE CABARRUS COUNTY BOARD OF COMMISSIONERS do hereby <br />proclaim the year 1999, as "THE YEAR OF OLDER PERSONS" in Cabarrus County, to <br />pay a special tribute to our older population, their families, neighbors and <br />friends.
