103 Detective Ron Beaver of the Cabarrus County Sheriff's Department, a print was made from the negative, enlarged to 20 by 24 inches, and expertly colored in oils. The original portrait is a 17 by 21 inch oval, and is painted in watercolors on cheesecloth. It dates to about 1780. Further, Judge Horton stated he was presenting the portrait of Stephen Cabarrus to Cabarrus County on behalf of the Cabarrus County Bicentennial Commission that he co-chaired with Helen Arthur-Cornette. He recognized members of the Commission who were present for the meeting. The Honorable William G. Hamby, Jr., Chief District Court Judge, assisted Judge Horton with the unveiling of the portrait. In conclusion, Judge Horton asked the Board to accept the portrait on behalf of the citizens of Cabarrus County and display it in some suitable location. Stating the presentation of the portrait completed the work of the Bicentennial Commission, Judge Horton asked that the Commission be discharged from its duties. On behalf of the citizens of Cabarrus County, Chairman Barnhart accepted the portrait of Stephen Cabarrus as presented by Judge Horton. CONSENT AGENDA At the request of Commissioner Fennel, the Board removed Item 12 (Expanded Employee Drug Testing Policy) from the Consent Agenda for discussion and possible revision. Proclamation Designating 1999 as the Year of Older Persons in Cabarrus County UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette and unanimously carried, the Board adopted the following Proclamation. THE YEAR OF OLDER PERSONS 1999 By the Board of Commissioners - Cabarrus County, North Carolina A PROCLAMATION WHEREAS, Cabarrus County is joining the State of North Carolina and the Nation to recognize and honor older citizens for their continued contributions to the County, the State and Nation and call attention to the issues that affect them most; and WHEREAS, the United Nations has designated the year 1999 as the "International Year of Older Persons," with the theme "Towards a Society of Ail Ages"; and WHEREAS, aging is a life-long process and preparation for old age begins in childhood and continues throughout the life cycle; and WHEREAS, older individuals are entitled to aspire to and attain the highest possible level of health and individual independence, recognizing that with increased age some individuals will need comprehensive community and family care; and WHEREAS, we are optimistic that the coming decade will see an increase in partnerships, practical initiatives and resources devoted to aging, and WHEREAS, the aging population represents an unparalleled, but urgent, policy and program challenge to both public and private organizations to ensure that the needs of our older citizens and their human resource potential are adequately addressed while preserving independence and dignity; and WHEREAS, the Cabarrus County Department of Aging has planned a year-long series of programs and events to promote aging related issues in an effort to celebrate "The Year of Older Persons"; NOW, THEREFORE, THE CABARRUS COUNTY BOARD OF COMMISSIONERS do hereby proclaim the year 1999, as "THE YEAR OF OLDER PERSONS" in Cabarrus County, to pay a special tribute to our older population, their families, neighbors and friends.
