110 <br /> <br /> physical evidence while performing his/her duties as a <br /> county employee. <br /> Examples: Staggering, glassy-eyes, appears to be off in <br /> space when talking or working. <br /> E. The County Manager or his or her designee shall require employees <br /> holding Safety-Sensitive Positions (law enforcement officers <br /> {with Sheriff's consent}, emergency medical technicians, any <br /> employee operating a vehicle owned by the county or personal <br /> vehicle which is used as a major part of their work (used <br /> frequently throughout most work days) and all others designated <br /> by the County Manager) to submit to random testing for the <br /> presence of alcohol and controlled substances. Employees who <br /> have been determined to have violated this Policy will be <br /> terminated. <br />VI. Testing Standards <br /> The County will consider an employee (other than employees covered by <br /> DOT) with a blood alcohol level of .06% or higher to be intoxicated <br /> and in violation of this policy. Employees testing at .04% to .059% <br /> are deemed unfit to perform their duties and will be sent home for the <br /> rest of the day without pay subject to disciplinary action. A positive <br /> test result for controlled substances would be unacceptable. <br />VII. Penalties for Non-Compliance <br /> Any employee who violates this Policy shall be subject to penalties <br /> described in Cabarrus County Personnel Ordinance (Effective February 1, <br /> 1998), Article VII, Separation, Disciplinary Actions, Suspensions and <br /> Reinstatement, Section 2 (c) Disciplinary Actions, Category Three. <br />VIII. Druq-Free Awareness Proqram <br /> A. The County Manager or his or her designee shall establish a Drug- <br /> Free Awareness Program to inform all employees of the following: <br /> 1. The dangers of drug abuse in the workplace; <br /> 2. The County's policy of maintaining a drug-free workplace; <br /> 3. Any available alcohol or drug counseling, rehabilitation, <br /> and employee assistance programs; and <br /> 4. The penalties that may be imposed upon employees for <br /> violations of this Policy. <br /> 5. Employee Assistance Program (for substance abuse): <br /> United Family Services - Cabarrus County - 786-7918; <br /> Mecklenburg County - 332-8619; Union County - 283-1537. <br /> You may also contact Don Moorhead, Human Resources Director <br /> - 788-8100 or Lewis Williams, Safety Director - 788-9869 <br /> for more details. <br /> B. All supervisory employees shall receive information on (1) how to <br /> detect the use or abuse of alcohol and controlled substances <br /> among employees and (2) how to implement this Policy and any <br /> rules or procedures promulgated thereunder. <br /> C. Any employee who voluntarily seeks assistance for a problem <br /> regarding alcohol or drug abuse shall be encouraged to <br /> participate in an alcohol or drug abuse assistance or <br /> rehabilitation program. Once a person has been selected for <br /> testing it is too late to step forward and seek assistance. <br /> D. The County Manager or his or her designee shall give a copy of <br /> this Policy to each employee and to each finalist for a position <br /> named in III (A), above. <br /> <br />Cabarrus County Alarm Ordinance - Second Readinq <br /> <br /> Mr. Mike Downs, Development Services Director, gave a brief overview of <br />the proposed Alarm Ordinance that was approved on first reading on November <br />16, 1998 at the conclusion of a public hearing. He explained the purpose of <br />the policy is to regulate alarm systems operating in the unincorporated areas <br />of the county and to help reduce the number of false alarms. Further, Mr. <br />Downs distributed a listing of minor changes to Section 3.1(A), Section <br />5(A) (4) and Section 6(A) (4) of the proposed Ordinance. In addition, he <br />advised that Sections 12(C) and 14(C), "Appeals from the Alarm Review <br />Authority shall be to the Cabarrus County Board of Commissioners," should be <br />deleted since the Board is defined in the Ordinance as the Alarm Review <br />Authority. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted on second reading the Cabarrus <br />County Alarm Ordinance with the changes as presented by Mr. Downs.
