Thereby confirming that working <br /> families and senior citizens can afford no more new taxes; <br /> and <br /> WHEREAS, the overwhelming majority of Citizens in Cabarrus County do <br /> not support a resolution endorsing legislation to "reduce <br /> debt for public school facilities" by increasing sales <br /> taxes above all others in North Carolina; and <br /> THEREFORE, BE IT RESOLVED by the Cabarrus County Commissioners <br /> that the Legislature be requested to enact legislation that would: <br /> Reallocate the current 6% sales taxes to a system called <br /> "Sales Tax 3-2-1.~ This would be allocated as follows: <br /> 3% to the state for the purposes deemed appropriate <br /> by our elected representatives, <br /> 2% to the counties. 1% distributed based on <br /> population in the county and the second 1% <br /> distributed to the county in which the sales <br /> occurred, <br /> 1% to the cities based on population in the cities <br /> and unincorporated portions of the counties. <br /> BE IT FURTHER RESOLVED that a copy of this resolution be sent to <br />the Chair of all Boards of County Commissioners in North Carolina and be <br />forwarded to the North Carolina Association of County Commissioners for <br />inclusion in the 1999 Legislative Goals agenda. <br /> Adopted this 28th day of December, 1998. <br /> <br /> /s/ Arne L. Bonds, Clerk to the Board <br /> <br />Prayer - Vice Chairman Fennel <br /> <br /> Vice Chairman Fennel delivered a prayer for the family of Dr. <br />Franklin C. Niblock, Jr., former County Commissioner, on the recent <br />death of his daughter. <br /> <br />School Board Purchase of ~Roseman" Property for New Westside Hiqh <br />School <br /> <br /> Mr. Hartsell reviewed the proposal for the Cabarrus County Board <br />of Education to purchase approximately 25 acres of "Roseman" property <br />adjacent to the "Allred/Pharr" property currently owned by the Schools <br />as the site for a new high school on Pitts School Road. He stated the <br />value of the property has been established by appraisal as at least <br />$800,000.00 and the estimate for "site work" on the project, including <br />both the "Roseman" property and the "Allred/Pharr" property, is at <br />least $1.6 million. Browning Ferris Industries (BFI) now owns the <br />~Roseman" site and has offered to transfer the property to the School <br />Board and to provide a site ready "pad" for the school project at a <br />price not to exceed $2 million. <br /> <br /> Board members had numerous questions about the proposed <br />acquisition of property, including location, current acreage at the <br />site, the removal of topsoil, the possibility of building a middle <br />school at the site and the need to acquire the additional property. <br />They expressed concern that no School representatives were present for <br />the meeting to respond to the questions. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Casper and unanimously carried, the Board delayed consideration of the <br />proposed acquisition of the "Roseman" property by the Cabarrus Board of <br />Education until the January 19tn meeting and asked that the School Board <br />have a representative at that meeting to answer any questions by the <br />Board. <br /> <br />Adjourrunent <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the meeting was adjourned at 7:05 <br />p.m. <br /> <br /> Clerk to the Board <br /> <br /> <br />
