237 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on, Monday, February 17, 1997, at 6:30 P.M. <br /> <br />Present - Chair: Sue B. Casper <br /> Vice-Chair: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager, and Mr. David <br />Williams, Attorney with Hartsell, Hartsell, Spainhour and Shelley, P.A. Mr. <br />Donald Moorhead, Human Resources Director, recorded the minutes in the absence <br />of the Clerk. <br /> <br />Chair Casper called the meeting to order at 6:30 P.M. <br /> <br /> Tiger Cub Scout Pack 128 of the Epworth United Methodist Church conducted <br />the Flag Ceremony. Scouts Steven Gray and Kyle Garcia participated in the <br />ceremQny. <br /> <br /> Reverend Randolph Powell of the Rocky Ridge United Methodist Church gave <br />the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the minutes of January 21, 1997 were approved as written. <br /> <br />Approval of Agenda <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the agenda was approved as submitted. <br /> <br />UNFINISHED BUSINESS <br /> <br />Request by the Kannapolis City Board of Education for the County to Transfer <br />Title of the Proposed School Site at Lake Concord to Board of Education <br /> <br /> Mr. Lee Efird, Chairman of the Kannapolis City Board of Education, reviewed <br />the request for the County to transfer approximately 25 acres of property at <br />Lake Concord to the Kannapolis City Schools for the purpose of building a new <br />school to replace the existing Aycock School facility. <br /> <br /> Mr. Clifton advised that the land is valued at $11,000.00 per acre or <br />$275,000.00. He stated the cost of the land could be accounted for in future <br />capital outlay funding allocated by the Board to the Kannapolis City Schools. <br />Further, Mr. Clifton recommended that the County agree to expend up to $50,000.00 <br />to expand the gymnasium at this new school as well as at other new schools built <br />under the school-park concept. This credit would create a net cost to the <br />Kannapolis City Schools of $225,000.00. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanimously carried, the Board authorized the County Manager to make <br />preparations to transfer the requested land for a school site at Lake Concord to <br />the Kannapolis City Board of Education and to work out the financial <br />arrangements. Further, the Board agreed that the County will expend up to <br />$50,000.00 to expand the school gymnasium at this new school as well as at other <br />new schools built under the school-park concept. <br /> <br />Appointment - Parks and Recreation Commission (1) <br /> <br /> The Board received the recommendation from the Cabarrus County and <br />Kannapolis City Schools for the appointment of Mr. Robert S. "Bob" Misenheimer <br />to the Parks and Recreation Commission. <br /> <br /> There was brief discussion regarding the future direction of parks and <br />recreation in Cabarrus County and the planned reorganization of the Parks and <br />Recreation Commission during the next year. <br /> <br /> <br />
