288 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Monday, May 5, 1997, at 6:00 P.M. The purpose of the <br />meeting was as follows: (1) Meeting with the Cabarrus County Board of Education <br />and the Kannapolis City Board of Education to discuss FY 1997-98 school budget <br />requests; (2) Consideration of readoption of the Public Health Authority <br />Resolution; and (3) Consideration of the award of bids for the renovation of the <br />former K-Mart Building for use as the Cabarrus County Human Services Facility. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Blair <br />Bennett, Deputy County Manager for Administration; Ms. Cathie Straub, Budget <br />Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> The following Board members and staff were present from each o~ the two <br />school boards. <br /> <br />Cabarrus County Board of Education: <br />Chairman Grace Mynatt and Members Gary Hahn, Don Hoyle, Bob Andrews, <br />Christine Lee and Wayne Williams; Dr. Harold Winkler, Superintendent; <br />Mr. Gene Jordan, Finance Director; Mr. Charles Williams, Personnel <br />Director; and Ms. Jeanette Trexler, Secretary. <br /> <br />Kannapolis City Board of Education: <br />Chairman Lee Efird; Members Linda Johnson and Danita Rickard; Dr. Ed <br />Tyson, Superintendent; Mr. Brice Willeford, Attorney; Mr. Carl Eagle, <br />Finance Director; and Ms. Annie Pickett, Personnel Director. <br /> <br />Chairman Gasper called the meeting to order at 6:02 P.M. <br /> <br />Public Health Resolution <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board re-adopted the following Public Health Authority <br />Resolution. <br /> RESOLUTION NO. 1997-09 <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />RESOLUTION RELATING TO <br />THE ESTABLISHMENT OF A PUBLIC <br />HEALTH AUTHORITY FOR <br />CABARRUS COUNTY <br /> <br /> WHEREAS, for many years, the general population of Cabarrus County (the <br />"County") has been well served by various health care facilities and institutions <br />located in and about the County, including, but not limited to, the public <br />facilities and services provided by and through the personnel of the Cabarrus <br />County Health Department (the "Health Department") and administered by the <br />Cabarrus County Board of Health (the "Board of Health"); and <br /> <br /> WHEREAS, the delivery of health care in the United States is undergoing <br />rapid change in its nature, scope, payment mechanisms and overall organization; <br />and <br /> <br /> WHEREAS, rapid change in the delivery of County public health services <br />requires the creation, expansion and development of dynamic institutions capable <br />of reacting quickly to change with proactive integration and coordination; and <br /> <br /> WHEREAS, expansion of the scope and activities of the Board of Health and <br />reorganization of public health activities of the County under a semi-independent, <br />expanded institution is in the best interest of the public health and welfare of <br />the citizens and residents of the area; and <br /> <br /> WHEREAS, N.C.G.S. §131E-15, et. seq., the "Hospital Authorities Act" <br />provides a mechanism for the creation of a dynamic public health organization, in <br />this instance more appropriately denominated as a Public Health Authority. <br /> <br /> <br />
