308 <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following amendments to the Gabarrus <br />County Personnel Ordinance, approved the Retirement Incentive Plan and agreed to <br />add existing retirees in the insurance program with Gabarrus County paying 100 <br />percent of the life/health insurance cost for existing retirees. <br /> <br />Article VI, Leaves of Absence <br /> <br />Ordinance No. 1997-06 <br /> <br />Section 6. Annual Leave Manner of Accumulation <br /> <br />The anniversary date of employment shall be used for determining earned annual <br />leave. Any employee working the basic workweek shall earn annual leave at the <br />following rates: <br /> <br />Schedule A <br /> <br />Years of Aggregate <br />Service <br /> <br />Less than 5 years <br /> <br />5 but less than 10 years <br /> <br />10 but less than 15 <br />years <br /> <br />15 but less than 20 <br />years <br /> <br />Leave Earned Bi-Weekly <br /> <br />Leave Earned Yearly <br /> <br />3 hours 4 minutes & 37 80 hours & 2 seconds <br />seconds (10+ days) <br /> <br />4 hours 104 hours (13 days) <br /> <br />4 hours 36 minutes & 55 119 hours 59 minutes & <br />seconds 50 seconds (15- days) <br /> <br />5 hours 13 minutes & 51 <br />seconds <br /> <br />136 hours & 6 seconds <br />(17+ days) <br /> <br />20 years plus 6 hours 9 minutes & 14 160 hours & 4 seconds <br /> seconds (20+ days) <br /> <br />Schedule A is for all persons hired or rehired on July 1, 1997, or thereafter; <br />and those in full-time County employment immediately prior to that date who <br />voluntarily chose to change from Schedule B effective, July 1, 1997, under the <br />following conditions: <br /> <br />County paid health and life insurance coverage will be provided to <br />employees qualifying for retirement as a member of the North Carolina <br />Local Governmental Employees' Retirement System with at least ten of their <br />creditable years being in the service of Cabarrus County. These benefits <br />will be paid at the same level as for active employees and will be <br />provided to retired employees until they become eligible for Medicare (or <br />reach the age where they would have had such benefits if they had been <br />qualified for Social Security). <br /> <br />Employees qualifying for retirement in the North Carolina Local <br />Governmental Employees' Retirement System but with less than ten years of <br />service with Cabarrus County shall receive one-half of the benefit <br />provided to retiring employees with at least ten years of service with <br />Cabarrus County. <br /> <br />Employees earning more annual leave than listed on Schedule A for their <br />years of service, will have their annual leave accrual rate remain at the <br />then current level until or when advancement in seniority entitles them to <br />earn an increased amount of leave.
