314 <br /> <br />Commissioner Barnhart voting against, the Board voted to restore funding of <br />$4,270.00 to the Sheriff's Department budget for the purchase of a Panasonic AG- <br />EZ1UXL Digital Camcorder Kit. <br /> <br />Budget Review <br /> <br /> The Board continued its review of the proposed 1997-98 County budget, <br />including Public Safety, Economic and Physical Development, Human Services, <br />Environmental Protections and Other Programs. <br /> <br />Social Services <br /> <br /> Mr. Jim Cook, Social Services Director, presented a proposal for additional <br />Child Protective Services personnel and for a new position to serve as <br />coordinator for the Carolina ACCESS Program which is a managed care program for <br />Medicaid recipients. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper and <br />unanimously carried, the Board added revenue of $152,710.00 to the Social <br />Services budget to add Child Protective Services personnel as requested by Mr. <br />Cook with the condition that this revenue be tracked for a period of one year. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper and <br />unanimously carried, the Board added revenue of $30,078.00 to the Department of <br />Social Services budget to fund an additional Income Maintenance Caseworker II who <br />will serve as coordinator for Carolina Access. <br /> <br />Public Health <br /> <br /> Commissioner Carpenter announced that the infant mortality rate for <br />Cabarrus County has dropped to 1.3, the lowest in North Carolina. <br /> <br />Department of Aging - LIFE Genter <br /> <br /> Chairman Casper introduced discussion regarding the Home and Community Care <br />Block grant matching funds for the LIFE Center. She proposed that the Department <br />of Aging contract with LIFE Center for day care services for the elderly. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Carpenter and <br />unanimously carried, the Board included the Home and Community Care Block Grant <br />matching funds for the LIFE Center in the Department of Aging budget and directed <br />the Department of Aging staff to contract with the LIFE Center to provide day <br />care services for the elderly. This will replace the direct subsidy to the LIFE <br />Center for these services. <br /> <br />Lake Concord Park Project <br /> <br /> There was discussion regarding the 1995 utility consolidation contract that <br />provided for the City of Kannapolis to pay $390,000.00 over a period of three <br />years to Cabarrus County for the development of a park. No annual payments have <br />been made to the County. The County Manager will follow up with information <br />regarding this issue. <br /> <br />Schools <br /> <br /> Mr. Clifton stated the need for direction from the Board in preparing next <br />year's budget regarding the amount of funds to be included as start up funds for <br />the new Concord Middle School, Winecoff Elementary School and Aycock Elementary <br />School. These schools will serve as replacement schools for existing facilities. <br /> <br /> Commission Niblock requested information regarding the state average for <br />current expense funding for the schools. <br /> <br />Recess of Meeting <br /> <br /> There being no further business to come before the Board, Ghairman Gasper <br />recessed the meeting at 7:50 P.M. until 6:00 P.M. on Thursday, June 5. <br /> <br />Clerk to the Board <br /> <br /> <br />
