.316 <br /> <br />Increased Bakers Creek Park Expenditures by $29,750.00 (PARTA Grant). <br />Increased Contribution to the Public Health Authority by $470,517.61 <br /> 1. Dental Lab ($90,000.00 - Cabarrus County; $50,000.00 - Cannon <br /> Foundation; $2,050.00 - Contributions by Local Dentists; <br /> $40,000.00 - Duke Endowment) <br /> 2. Four additional payroll changes <br /> 3. Cubicles for K-mart Upfit <br />The increased contribution of $470,517.61 will be reduced by $92,050.00 <br />totaling $378,467.61. <br /> <br />Schools Budset <br /> <br /> Mrs. Grace Mynatt, Chairman of the Cabarrus County Board of Education, and <br />Dr. Harold Winkler, County Schools Superintendent, were present during discussion <br />of the Schools budget. <br /> <br /> Motion was made by Commissioner Niblock and seconded by Commissioner <br />Barnhart to allocate one cent on the tax rate for recreation to be spent for the <br />maintenance and rehabilitation of playgrounds at school parks and that the money <br />be set aside for continued maintenance of these facilities after the required <br />upgrades have been made. The motion failed with Commissioners Niblock and <br />Barnhart voting for and Commissioners Carpenter and Mills and Chairman Casper <br />voting against. <br /> <br /> There was discussion regarding the four cents tax increase included in the <br />proposed FY 1998 budget to pay for debt service for the recent school bond issue. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />with Commissioners Carpenter, Barnhart and Niblock voting for and Chairman Casper <br />and Commissioner Mills voting against, the Board increased the per pupil <br />allocation for current expense to $790.00 per pupil and agreed to increase taxes <br />by one cent with one-half of the proceeds to fund the increased per pupil current <br />expense allocation and the remaining one-half to fund the repair and upgrade of <br />playgrounds built under the school/park concept. <br /> <br /> The motion by Commissioner Carpenter for the County to assume one more year <br />of debt service on the A. L. Brown School project died for lack of a second. <br /> <br />Monthly Travel Expense - Board of Commissioners <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Carpenter with <br />Commissioners Mills and Carpenter and Chairman Casper voting for and <br />Commissioners Barnhart and Niblock voting against, the Board increased the <br />monthly travel expense for each Commissioner by $250.00 with the additional funds <br />to come from the Contingency line item. <br /> <br />Adoption of Budget <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Niblock and <br />unanimously carried, the Board approved the FY 1997-98 Cabarrus County Budget as <br />submitted with amendments and set the tax rate at 66 cents.
