319 <br /> <br />o <br /> <br />He may execute contracts with outside agencies to properly document <br />budgeted appropriations to such agencies where G.S. 15 A-248(b), <br />259, 449 and any similar statutes require such contracts. <br /> <br />Section VII. <br /> A. This ordinance and the budget documents shall be the basis for the <br />financial plan for the County of Cabarrus for the 1997-98 Fiscal Year. The <br />County Manager and the Budget Officer shall administer the Budget. The Finance <br />Director shall establish and maintain all records which are in concurrence with <br />this Budget and Budget Ordinance and the appropriate Statutes of the State of <br />North Carolina. <br /> <br />Adopted this the 5th day of June, 1997. <br /> <br />/s/ Sue B. Bonds, Clerk to the Board <br /> <br />Public Comment <br /> <br /> Mr. Wayne Starnes expressed his support of the increased tax rate to <br />provide funding for increased per pupil funding and for repair/upgrade of <br />playground equipment. <br /> <br />Closed Session <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Barnhart and <br />unanimously carried, the Board moved to go into closed session to consult with <br />the County Attorney regarding pending litigation, including Samuel A. Wilson <br />rezoning and Philip Morris U.S.A., as authorized by N. C. General Statute 143- <br />318.11(a)(3) and to discuss matters relating to the location or expansion of <br />industries or other businesses in the county as authorized by N.C. General <br />Statute 143-318.11(a)(4). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />and unanimously carried, the closed session was adjourned. <br /> <br />No action was reported from the closed session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Casper <br />adjourned the meeting at 8:20 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
