321 <br /> <br />01-9-58-90-333 $ .00 <br /> AH/Sisters in Partnership <br /> <br />$15.00 $15.00 <br /> <br />Fireworks Display - Concord Motorsport Park - Ju%y 5, 1997 <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board granted permission for a fireworks display by <br />Fireworks Unlimited at the Concord Motorsport Park on the night of 3uly 5, 1997. <br /> <br />Road Petitions - Addition of plantation Way and Cherrys Ford Court to the State <br />Road System <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following additions to the state road <br />system: Plantation Way; Cherrys Ford Court (Length 0.09); and Cherrys Ford Court <br />(Length 0.15). <br /> <br />Adoption of Amendments to the Cabarrus County Personnel Ordinance <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted on first reading the amendments to the <br />Cabarrus County Personnel Ordinance to be effective 3uly 1, 1997, including the <br />revised Table of Contents and Articles I, VII, and VIII. The revised Articles <br />were as follows. <br /> ORDINANCE NO. 1997-08 <br />ARTICLE I. ORGANIZATION OF PERSONNEL SYSTEM <br /> <br />Section 1. Purpope <br />The purpose of this Ordinance is to establish a personnel system which will <br />recruit, select, develop and maintain an effective and responsible work force. <br />This ordinance is established under the authority of Chapter 153A - Article 5 and <br />Chapter 126 of the General Statutes of North Carolina. <br /> <br />Section 2. Coverage <br />Ail employees in the County's service shall be subject to this Ordinance, except <br />as provided in this section. <br /> (a) The following officials and employees are exempt: <br /> 1. Elected Officials; <br /> 2 County Manager; <br /> 3 County Attorney; <br /> 4 Members of advisory and special boards or commissions; <br /> 5 Contractual employees of the Board of County Commissioners; <br /> 6 Employees of the County's public school systems; <br /> 7 Employees of the Cabarrus County Tourism Authority; <br /> 8 Employees of the Greater Cabarrus County Economic Development <br /> Corporation; and <br /> 9. Members and employees of other County established authorities <br /> (separate or in partnership). <br /> (b) The following employees shall be covered only by the specifically <br /> designated Articles and Sections: <br /> 1. Employees governed by the State Personnel Act shall be subject <br /> to all Articles except Article II and Article VII, Section 2. <br /> 2. Employees of the North Carolina CooperaCive Extension Service <br /> shall be subject to Article V, Section 1 and Article VI, <br /> Sections 1-3. <br /> 3. Temporary employees designated by the Board of Commissioners <br /> shall be subject to all Articles except Article III, Sections <br /> 12-14; Article IV, Sections 10-12; Article VI, Sections 2-18, <br /> 20, 21, 23-28 and 30; Article VII, Sections 1-5 and ?; and <br /> Article IX, Sections 1, 4, 6 and ?. <br /> 4. Employees of the Sheriff and Register of Deeds shall be subject <br /> to all Articles except Article I, Section 4; Article IV, <br /> Sections 3-8 and 10-13; Article VII, Sections 2-6; and Article <br /> VIII, Section 6. <br /> 5. The Supervisor of Elections and employees of the County Board <br /> of Elections shall be subject to all Articles except Article I, <br /> Section 4; Article IV, Sections 3-8 and 10-13; Article VII, <br /> Sections 2-6; and Article VIII, Section 6. <br /> <br /> <br />
